NRF/University of Florida Survey Says Retail ‘Shrink’ Decreased to $46.8 Billion
in 2017
Shoplifting is the top source of losses for the fourth year
in a row
 WASHINGTON
– Thefts, fraud and losses from other retail “shrink” decreased to $46.8 billion
in 2017 from $48.9 billion the year before as shoplifting and organized retail
crime continued to be the leading causes, according to the annual National
Retail Security Survey released today by the National Retail Federation and the
University of Florida.
“Retailers are making progress in combating criminal activity, but there are
still many challenges,” NRF Vice President of Loss Prevention Bob Moraca said.
“Whether the threat is coming from cybersecurity, organized retail crime or
employee theft, the job for retail security teams continues to become more
difficult every day, especially when resources and staff are limited.”
According to the report, shrink averaged 1.33 percent of sales, down from 1.44
percent the year before. A total of 59 percent of retailers surveyed said shrink
was flat or decreasing, up from 51 percent. Only 41 percent said shrink was
growing, down from 49 percent. Shoplifting and organized retail crime were the
most frequent causes, accounting for 36 percent of losses, followed by internal
employee theft (33 percent), administrative paperwork errors (19 percent) and
vendor fraud or mistake (6 percent).
The most substantial losses per incident came from retail robberies, at an
average $4,237.02 each (down from $5,309.72 the year before), followed by
employee theft at $1,203.16 (down from $1,922.80) and shoplifting/ORC at $559
(down from $798.48).
 For
the first time in the survey, retailers were asked about their role in combating
cybercrime. Two-thirds of LP executives said they meet at least quarterly with
IT/cybersecurity counterparts to discuss potential threats, and 86 percent said
their companies have a cybersecurity incident response plan in place.
“Cybersecurity concerns are top-of-mind for retailers today as criminals
continue to become more sophisticated in this area,” said Richard Hollinger, a
veteran University of Florida criminology professor and the lead author of the
report. “This is a growing threat that will require more resources going
forward. Retail executives need to invest more in loss prevention to reduce
these losses to their bottom line.”
The survey of 63 loss prevention and asset protection professionals from a
variety of retail sectors was conducted March 14 to April 13. The study is a
partnership between Hollinger and NRF and sponsored by The Retail Equation.

Those of us that have had the privilege of working in retail loss prevention for
a number of years have seen a clear evolution in the industry’s perception of
our purpose. The perception has shifted from us being thought of as the “cops”
of the store; to being full business partners with valuable insights on how to
best protect assets without impeding sales or customer experience.
The one thing that hasn’t changed though... we are still seen as a cost center.
A necessary cost, but a cost nonetheless. And as the trouble continues for brick
and mortar locations across the retail space – many of us have fallen victim to
what happens when a company needs to cut “costs”. On the other hand, we don’t
often hear about a company cutting programs that are considered “profit centers”
though, do we?
Tackling data continues to be a daunting task – not just with LP, but with
retail in general. Exception based reporting was a great way to take “big” data
and shrink it into smaller digestible pieces. But we, as an industry, are
getting smarter; and we demand MORE from our data. More than the limited scope
and false positives we have been forced to live with up to this point. We
need to know exactly what stores our team needs to focus on and we need to know
exactly what issues they need to focus on when they get there. We need to know
what people are driving these issues; and we need to be able to focus on the
trends and detailed information contained within transactions, inventory
adjustments, deliveries, price changes, and/or invoices (etc.).

Retailers (including Amazon) Crack Down on Return Fraud
Over the past four months, Amazon has started cracking down on what it perceives
as an excessive number of returns. As first reported by The Wall Street Journal,
Amazon is closing the accounts of some shoppers for returning too many items,
although customers are not always given a reason for their banishment. Several
shoppers have expressed their displeasure on Twitter and Facebook.
When Amazon started banning customers because of return abuse, some analysts
predicted that brick-and-mortar retailers would benefit. However, that does not
seem to be the case. At brick-and-mortar stores, shoplifting accounted for 68.3
percent of return fraud in 2017, according to the National Retail Federation.
Thus physical stores are also making their return policies stricter. Chains
such as Best Buy, Dick’s Sporting Goods, Home Depot, J.C. Penney, Sephora, and
Victoria’s Secret use Appriss Retail, which offers a SaaS solution for loss
prevention. Thirty-nine of the top 100 U.S. retailers use the service.
Appriss Retail’s software flags behaviors such as too many returns in a certain
period and returns without receipts. If a pattern of behavior is judged to be
fraudulent according to the algorithm, shoppers could be banned.
Retailers are also imposing limits on the monetary amount of merchandise
customers can return. Each retailer can set parameters.

Abuse is daily reality for female garment workers for Gap and H&M, says report
Pressure to meet fast fashion deadlines is leading to women working in Asian
factories supplying Gap and H&M being sexually and physically abused, according
to unions and rights groups.
More than 540 workers at factories that supply the two retailers have described
incidents of threats and abuse, according to two separate reports
published last
week by Global Labour Justice on gender-based violence in Gap and H&M’s
garment supply chains.
The reports claim that these allegations, recorded between January and May this
year in Bangladesh, Cambodia, India, Indonesia and Sri Lanka, are a direct
result of pressure for quick turnarounds and low overheads.

Mental Health is a Retail Management Issue
The
news yesterday that Kate Spade, the designer famous for starting the luxury
handbag brand that carried her name, died of an apparent suicide has shocked
many within the industry. In taking her own life, Ms. Spade’s act reflects
government figures that show a growing number of Americans committing suicide in
recent years.
The retailing and consumer brand industries are a reflection of the society they
serve with workers coming from all walks of life. Depression and suicide, as Ms.
Spade’s suicide illustrates, is not just reserved for those at the bottom of the
economic ladder.
It is important to understand that suicides are frequently tied to depression.
While many find it difficult to talk about mental health, it is important for
companies and their managers to openly address the issue with employees to help
remove the stigma associated with getting help.
Even companies that do not offer mental health coverage can play a role in
suicide prevention. According to a Quartz article, the key to preventing suicide
is to talk about it. There are a variety of free resources that people can
access, including the American
Foundation for Suicide Prevention, the
National
Suicide Prevention Lifeline and the
Crisis Text Line.

Former Best Buy CISO on Diversity, Art of Thinking Differently Together
 As Malcolm Forbes once said, “diversity [is] the art of thinking independently
together.” This powerful message is paralleled in the thoughtful responses I
received during my conversation with Deb Dixson, former senior vice president
of information security and risk at Best Buy. Her background and breadth of
experience speak to the importance of diversity and inclusion, not just in
gender and culture, but also in thought and experience.
Q: Tell me how you have you seen these non-traditional technology employees
impact the dynamics of the security team?
A: The more diverse your team can be, the more welcoming it is to individuals
who are underserved or underrepresented. This is important for several reasons.
Having people with diverse backgrounds and perspectives makes it easier to
continue the forward momentum and uncovers answers to questions that might be
missed if the room was filled with people who have the same background and
thought patterns. As you tackle things like vulnerability management or handling
a security incident, the more perspectives you can bring in, the bigger
opportunity you have to approach things differently.
Think about the challenge of reaching and educating the population that doesn’t
think security is important. How do you get them to care? Why do they do what
they do? You need teachers. You need people with a psychology background. It
requires innovation to build an effective approach. This shift in dynamics helps
teams look at problems from a different angle, which is exactly what this
industry needs.
Q: That seems straightforward, and yet we still see a lack of diversity
within the cybersecurity industry. How do you think organizations can address
the challenge of attracting and retaining talent and improve the gap and drive
more candidates to the field?
A: There are a couple of things we need to do. No matter the organization or the
industry, it starts with looking at how job descriptions are written. Even if
they are technically correct, they may exclude or discourage people with
non-traditional backgrounds, different cultures or ethnic backgrounds from
applying. People write themselves off if the words within the description don’t
resonate with them. There is a psychology behind these incremental changes and
it’s important to think about the way your organization is positioning roles
that need to be filled. Relook at the places you recruit from, is there an
unconscious bias playing out that doesn’t produce a diverse pool of candidates
to pick from.

The Breach Disclosure Double Standard
Cybersecurity pros expect to be notified
immediately when they're breached, but most don't do the same - and some even
cover up breaches.
Conducted across the IT security community convened at RSA Conference earlier
this spring, the survey shows that 84% of respondents say they want to be
notified immediately if a company they've worked with has experienced a breach.
Yet at the same time, just 37% of these people say they would extend the same
courtesy of notifying customers expeditiously in the event that their firms were
breached.
A big part of this may well be that companies don't have the capability for
swift disclosure due to insufficient preparation on the incident response front.
Only a little over half of the respondents say they have a tested incident
response plan in place, while just one in five say they've prepared a contact
list and communications plan to manage an incident. What's more, just one in ten
organizations say they have a public relations and legal team prepped and ready
to manage security incident communications should they be breached.

McDonald's to add self-order kiosks to 1,000 stores each quarter
McDonald's will upgrade 1,000 stores with kiosk and mobile order technology
every quarter for the next eight to nine quarters. International markets like
Canada, Australia and the U.K. are already fully integrated with kiosk service
and mobile ordering. McDonald's has also been exploring delivery in the U.S. in
an attempt to meet customer demand and changes in how consumers want to get
their food.

Startup is Uber-izing c-stores
A new startup, Cargo, is working with ride-sharing services, such as
Singapore-based Grab (an Uber competitor), to stock employees’ cars with a
selection of snacks, drinks and other grab-and-go items typically found at gas
station c-stores. Grab drivers can reportedly make up to $200 extra per month
selling snacks and possibly handing out free manufacturer samples, such as
beauty products.

$4 billion boost in retail sales?
Two-thirds of current pot users in Canada switch to legal retailers
Canadians who currently use cannabis expect to buy nearly two-thirds of their
pot from legal retailers once recreational marijuana becomes legal in
Canada, a new survey suggests. Moreover, respondents to the survey say they
expect to buy cannabis more often and are prepared to pay more for the legal
product, generating up to $4.34 billion in total sales next year.
The Trudeau government intends to have retail sales of cannabis up and
running by late summer, assuming the legalization bill is passed by the
Senate in a vote scheduled for June 7.
Overall, the survey suggests 63 per cent of respondents expect to move from
illegal suppliers to legal retailers. That includes 47 per cent of frequent
users and 69 per cent of periodic users.

Indigo Books and Music finds cyberattacks “more difficult to detect”
Cyber threats are becoming “more difficult to detect,” a major Canadian retailer
suggested Tuesday. Indigo Books and Music Inc., whose holdings include the
Chapters and Coles book chains, “may be required to expend significant
additional resources” to protect against threats such as cyberterrorism,
phishing and computer viruses, the firm said Tuesday in its management
discussion and analysis of its financial results for the year ending March 31.
The threat is large enough that many retailers mention such risks in their
security filings.

Crime prevention seminar coming to Toronto
Given a recent uptick in jewellery-related crime in the Greater Toronto Area (GTA),
the Canadian Jewellers Association (CJA), Jewelers Mutual Insurance Group, and
Toronto Police Service are making plans to help jewellers defend their
businesses.
The three groups will host a seminar called ‘Hardening the Target’ in Toronto on
July 10, discussing armed robbery, breaking and entering, and distraction
theft as well as new technology criminals might be using. Attendees will
hear from experts in both retail loss prevention and law enforcement.

Edmonton, ON: Man charged in robbery ordered extradited to U.S. on terrorism
charges
An Alberta judge has granted an extradition order for a man facing terrorism
charges in the United States after he allegedly helped pay for his relatives to
travel to Syria. Abdullahi Ahmed Abdullahi, 33, is accused of being part of a
January 2014 jewelry store robbery in Edmonton to fund the Syrian trips.
Officials allege Abdullahi conspired with Douglas McCain, the first known
American who died fighting for the Islamic State, and others in the U.S. and
Canada "to provide support to terrorists engaged in violent activities in
Syria." It alleges Abdullahi robbed the Edmonton jewelry store to
finance the travel of McCain and others, then wired the money.

London, ON: Police discover explosive device, lay more charges against Westmount
Mall shooting suspect
A 33-year-old man who already has 46 charges against his name, now faces
additional charges after London police say they discovered an explosive device
inside his home. On April 7, officers searched the home of the suspect named in
two parking lot shootings earlier this year. They say members of their explosive
disposal unit were called in to examine and remove an explosive device from the
home, before destroying it. Masic was previously charged in relation to a
shooting in the parking lot of Westmount Mall on Feb. 10 and a shooting in the
parking lot of a public park near Viscount and Wonderland roads on March 29.

Calgary, AB: 'Stabbing attack' near Chinook Centre injures three people
According to CPS officials, the victims were found near Chinook Centre in the
6400 block of Macleod Trail Southwest. One of the stabbing victims was found in
the mall's parkade, a second victim was found in a surface parking lot and a
third victim was found in an area north of the mall. One woman was taken into
police custody shortly after 9:00 p.m.

2018 Mobile Survey Shows Complacency Still
Looms
as Mobile Commerce Fraud Continues to Grow
Merchants of all sizes have rushed to embrace mobile to extend their reach,
maintain a constant awareness within their customer base and support a
frictionless customer experience.
This has placed a significant burden on risk and fraud teams to balance
protecting the merchant account while catering to the individual consumer
experience. If the decision policies are weak, the merchant is exposed to
increased fraudulent activity, excessive chargebacks and manual reviews.
Policies that are too strict chase away customers and revenue. Merchants
want the confidence to approve, decline or require additional insight for
every transaction, in real-time, with a very high degree of accuracy.
The soon to be released 2018 Mobile Payments and Fraud Report by Kount
surveyed nearly 600 merchants and clearly identified areas lacking adequate
measures addressing mobile fraud. Some highlights of the survey include:
1. For the third consecutive year, merchants are showing signs of
complacency and regression in terms of capabilities and the level of
importance they place on the mobile channel and managing mobile fraud risk.
This has continued even though mobile channel fraud has continued to
increase over the same three-year time frame.
2. Approximately 35 percent of merchants still do not track mobile fraud or
do not know whether mobile fraud attempts increased or decreased from last
year.
3. The share of merchants who say that the mobile channel requires
specialized tools for risk management is at the lowest recorded level in all
six years of this study.
4. Only half of merchants believe the mobile channel requires additional or
specialized tools, compared to between two-thirds and three-quarters of
merchants in each of the past studies.

eBay Touts Role in Creating Jobs, Helping US
Economy
eBay published data today to show its contributions to the US economy,
touting its role in helping to create jobs. The missive from Dan Tarman,
Chief Communications Officer, eBay, comes as the company fights a public
relations and legislative battle over online sales tax collection that it
says if changed by the Supreme Court or Congress, could become onerous for
its sellers.
eBay said the 6 million individuals and businesses that sell on its
marketplace are responsible for creating over 690,000 jobs.

Visa Outage Hits Europe, Online Transactions
Fared Better than Chip
Just as the work week was winding down in Europe on Friday, many Visa
cardholders across the continent were unable to use their cards. At the
height of the outage, reports indicated that
online and contactless transactions were
going through at a higher rate than chip transactions,
though they were still affected. The company confirmed the outage on Friday
and pointed to a hardware failure, rather than unauthorized access or a
cyberattack, as the source of the problem. By 4:30 a.m. on Saturday in the
U.K., Visa said its payment system was up and operating at full capacity.

Seattle, WA: Five indicted for $800,000 fraud
involving Target gift cards
Gift cards from Target are at the center of a complex fraud scheme that spanned
several states, according to prosecutors, but was committed by people from
Western Washington. Prosecutors with the U.S. Attorney’s Office indicted five
people who they said used gift cards to steal nearly $800,000, both from Target,
as well as an untold number of customers. Investigators said Jeffery Mann would
use Target's own customer service system to check the balances left on each
card. They said Mann and his crew then used those cards to make thousands of
dollars-worth of purchases, stealing $785,000 in the process. Mann remains in
custody, as do two alleged accomplices. Police said two other members of this
alleged ring are still being sought.

St Louis, MO: 'That's pre-meditated murder;'
family of man shot by Papa John's employee speaks
The family of a man shot and killed by a Papa John’s employee in South City said
they can’t understand why the employee didn’t wait for police instead of pulling
the trigger. The family of Ollice Upchurch said they still trying to make sense
of what happened. Police said Upchurch threw a concrete chunk into the door of a
Papa John’s location in South City. The employee, who said he feared for his
life, left the store, came back and shot Upchurch.

involved in Armed Robbery at Kohl’s
Police are looking for the suspect of an armed robbery at Kohl’s Department
Store on Old Eastwood Road. Monday at 9:20 a.m., officers responded to an armed
robbery call in which the suspect had made it to the parking lot with stolen
merchandise. The police report states that when the suspect was approached by
Kohl’s loss prevention officer in the parking lot, the suspect threatened the
loss prevention officer with an orange box cutter. The suspect then dropped the
merchandise and fled the parking lot on a bike. There were no injuries.

Detroit's east side; Business owners said police don't do enough about robberies
Detroit liquor store owners said their pleas for protection are falling on deaf
ears, and a string of robberies won't stop. Most of the robberies follow the
same pattern: Thieves slam through the wall with a truck and help themselves to
everything inside. It's a disturbing trend for business owners and police
officers, and now, the question is whether it's the same crew, or the new norm
for store break-ins. There have been five crash-and-grabs in Detroit over the
past three weeks, and there's no sign they will let up. The fifth incident
happened Monday morning on Gratiot Avenue.

Redlands, CA: Fire breaks out at Amazon
Fulfillment Center; no injuries
At about 9 p.m Tuesday night, authorities from Loma Linda and San Bernardino
responded to a commercial structure fire. Fire crews found smoke coming from the
roof area and upon making entry to the facility, fire was discovered in the
center of the building originating on the roof from a solar panel, according to
Redlands Fire Department. Firefighters were able to save significant product
inside the building through aggressive firefighting tactics and salvage efforts.
The fire was knocked down and no injuries were reported in the incident.

A romance novel cover model from California dubbed the “beefcake bandit” who
pleaded guilty to robberies in Connecticut has been sentenced to prison. David
Byers, 35, pleaded guilty to one count of interference of commerce by robbery
last November, while admitting a crime spree last spring that included five
robberies and a high-speed escape from law enforcement.
