 Lowe’s Lays Off Thousands of Store Workers
 Home-improvement chain will outsource maintenance, assembly jobs as retailers 
scrutinize labor costs.
 
 The home-improvement chain notified maintenance staff and assemblers that 
put together grills, wheelbarrows and other products that they were being laid 
off, according to employees. Those roles will be taken over by third-party 
companies, the employees said.
 
 Each of Lowe’s roughly 2,000 U.S. stores has several staff members doing 
these jobs. Workers are able to reapply for open positions with the company, 
the employees said, but aren’t guaranteed the same hourly pay.
 
 The move is a sign that new CEO Marvin Ellison plans to continue to cut costs 
aggressively to improve profits at the chain. Earlier this year, the company 
lowered its profit targets for the year.

 Editor's Note:  Ellison is known for controlling cost with an iron 
fist and reaching his profit goals regardless. While at Penney's one quarter, he 
froze all in-store expenses for a short time right before a quarter ended in 
order to do the same.
 
 This is a brilliant move when you think about it. End of season for home 
improvement, cut high cost jobs across the board with less inventory of that 
category moving and outsource it. Like seeing the three man road crew standing 
around with one shovel. If you're not selling it why do you need employees 
assembling products like grills. Common sense move.
 
 GameStop Lays Off Dozens of Regional Managers & 
'LP Leaders'
 “Unfortunately, with these changes, there are more than 50 field leaders who 
have been impacted and will be leaving the GameStop team,” it continues. “This 
includes regional, district, HR [Human Resources, and LP [Loss Prevention] 
leaders. These decisions are not easy, but necessary to help us reduce costs 
to enable investment in revenue-driving initiatives that will help grow the 
business once again.”

 Cook County, IL: Raising the threshold for felony retail theft charges to $1,000 
in 2016 has driven down incarceration rates
 According to a
new report by reform advocates defending Cook County State's Attorney Kim 
Foxx's record, the number of people sentenced to 
incarcerations declined 19% last year 
— dropping from 12,262 in 2017 to 9,941 in 2018 — while FBI statistics showed 
reports of violent crimes in Chicago dropped by 8%.
 
 The report says a major factor in the decline in incarceration rates was Foxx’s 
decision shortly after taking office 
in December 2016 to raise the bar for felony retail theft charges from $300 to 
$1,000.
 
 Under that last two years of the previous Alvarez administration, 6,010 cases 
were charged with felony retail theft. During the first two years of the Foxx 
administration, 
just 1,540 cases were charged with felony retail theft, a decrease of 74%. 
The report uses information from a
new data portal on felony charges released by Foxx’s office earlier this 
year.
 
 Foxx also increased by 25% the number of people referred to diversion 
programs, where felony convictions are waived if individuals provide restitution 
or complete substance abuse treatment programs.
 
 “If people have accepted responsibility for retail 
theft or drug possession, jailing them is not necessarily the best choice,” 
since it “makes it much harder for those individuals to stabilize their lives,” 
said Kristi Sanford of Reclaim Chicago.

 Security Industry confidence skyrockets, SIA 
reports
 Security industry professionals are predominantly confident in their business 
outlooks.
 
 Special focuses of the July 2019 SMI include:
 ● A continuously climbing SMI for security consultants;
 ● Despite other sectors' increases, a dip in confidence for the video 
surveillance SMI;
 ● Integrators increasing spending among decreases in overall confidence in 
business conditions; and
 ● Expected security spending increases in government and education.
 
 SIA noted that multiple respondents said that there is a strong demand from 
customers for security system upgrades, as well as new installations, while 
others pointed out the strong acquisition activity currently happening within 
the security market. And while the responses were mostly positive, some pointed 
out what they see as current issues in the industry. “While the economy appears 
strong, we’re seeing a lot of pressure to cut prices.”
 
 When SIA asked which vertical market they think has the most potential for 
increased security spending in the next five years, many respondents to the July 
SMI answered government and education, with 24 percent answering 
government, and 21 percent answering education. Other answers included 
healthcare (17 percent), cannabis (10 percent), office buildings (7 percent) and 
energy (3 percent).

 Suffolk County, NY: $30M class-action lawsuit by pawn shop owners
 Police 
improperly seize store items, don't return them
 Ten stores and pawn shops that deal in second-hand jewelry
have sued Suffolk County in federal court, claiming police routinely seize 
merchandise on suspicion the items might be stolen, but don't return them and 
harass store owners who try to get the items back.
 
 It's the second such suit filed against the county this year, and this one seeks 
class-action status 
on behalf of all 205 such stores in the county. 
The suit seeks more than $30 million in damages.
 
 County law requires precious metals dealers to register anything they buy, which 
is then entered into a database controlled by the police department. Police can 
use that database to look for items that have been reported stolen or might play 
a role in some other criminal case.
 
 The suit says police officers and detectives go further, using the database to 
inspect items in stores and take gold, jewelry, gems, watches and other items — 
seizing them without offering a reason or a search warrant.
 
 In more than 3,000 cases, according to the suit, the property that was seized 
"has simply disappeared," thanks to poor recordkeeping.

 Amazon partners with 200+ law enforcement agencies
 to use its Ring home surveillance system
 At least 200 law enforcement agencies around the country have entered into 
partnerships with Amazon’s home surveillance company Ring, according to an email 
obtained by Motherboard via public record request. Partnerships between Ring and 
law enforcement agencies, like local and county police departments, typically 
involve the company donating free doorbell cameras to police and providing them 
with a Law Enforcement Neighborhood Portal.
 
 Motherboard has reported that Neighbors, Ring’s free “neighborhood watch” app, 
has an
issue with racial profiling. The app allows people to post about 
“Suspicious” people or “Strangers” in their community. When Motherboard 
documented every post on the app for three months in a 5-mile radius from our 
Williamsburg office, Motherboard found that the targets of these posts are 
usually people of color. Unlike the Law Enforcement Neighborhood Portal, which 
is available only to police, Neighbors is available to the general public.

Foundation gave this twice-injured, Purple Heart vet the well-deserved

 Steve Probst with Fairway Independent Mortgage Corp. said that the 
Fairway 
Foundation spent the last five years raising the $200,000 necessary to make this 
dream come true. The home was fully furnished and completely renovated.
 
 
Volunteers of the Foundation realize how incredibly difficult it is for our 
veterans to re-integrate into society after careers in the military and for 
many, the desire to own a home is simply a dream. Our military service members 
don't make huge salaries and need a place to live when they return home. Many of 
these veterans need special accommodations for injuries they received resulting 
from their military duty.
 Palacios, a single father, admitted that finding housing has been difficult 
since getting out of the military in 2012. Wendy Lepkoff, a board member of the

 A growing threat that all merchants and service providers should be aware of is 
Web-based or Online Skimming. These attacks infect e-commerce websites with 
malicious code, known as sniffers or JavaScript (JS) sniffers and are very 
difficult to detect. Once a website is infected, payment card information is 
“skimmed” during a transaction without the merchant or consumer being aware that 
the information has been compromised.

 Whistleblower discloses security flaws in 'Flagship' Video Surveillance System
 James Glenn, a video surveillance expert working for a Cisco reseller in 
Denmark, alerted Cisco to security faults in its Video Surveillance Manager 
system. Now he stands to gain a share of Cisco’s multi-million dollar settlement 
with the US government.
 
 Cisco Systems has agreed to pay $8.6m after being accused of knowingly 
supplying video surveillance technology containing serious security 
vulnerabilities to the US federal and state governments.
 
 The case, brought by a former employee of a Cisco partner company in Denmark, is 
the first successful cyber security complaint to be brought against a US 
technology company under US whistleblowing legislation.
 
 Cisco Systems has agreed to settle allegations filed under the
False Claims Act that it knowingly sold video surveillance software that 
exposed federal, state and local government agencies in the US to the risk of 
unauthorised access and tampering for at least four and a half years.
 
 The company supplied the software to agencies including the US Department of 
Homeland Security, the Secret Service, the Army, the Navy, the Air Force, the 
Marine Corps and the Federal Emergency Management Agency (FEMA).
 
 According to a complaint unsealed today in the the
New York Western 
District Court, Cisco allegedly failed to disclose known vulnerabilities in 
the software,  which could have given hackers access to the computer networks of 
sensitive government agencies, schools and hospitals, despite internal warnings.

in Copenhagen, Denmark, alerted
Cisco’s product security incident response team to serious vulnerabilities

 Retailer Rolls Out RFID Across 1,000 Stores This 
Year

 The Foschini Group has committed to deploying RFID technology across its 
brands, beginning with its menswear brand Markham, throughout South Africa 
and beyond, in order to bring inventory accuracy above 95 percent.
 
 TFG's goal is to bring its inventory accuracy to between 95 and 98 percent, 
thereby preventing out-of-stock events in stores, while enabling "buy online 
pick-up in store" (BOPIS) sales in the near future. The program was launched in 
February 2019, and the company expects to have the technology live at 1,000 
stores by the end of this year.

 RFID Brings Gains to Small Apparel Brand
 Southern Fried Cotton, which opted to leverage a technology more commonly 
deployed by big companies, has brought its customer chargeback rate down by 98.8 
percent, increased its warehouse efficiency and achieved an ROI within less than 
a year.
 
 American clothing brand 
Southern Fried Cotton 
(SFC), a small but growing company located in South Carolina, has leveraged an 
RFID system to automatically capture data about what is being shipped for each 
order. The solution is designed to prevent errors and increase efficiency at its 
wholesale location in Clemson, S.C.
 
 Southern Fried Cotton's wholesale efforts began in 2014 for store boutiques in 
South Carolina and North Carolina, and while it originally sold product with 30 
retailers, that customer base is now close to 400 across 18 states. SFC's 
introduction to RFID came with a request to tag its products with EPC UHF RFID 
tags from one of its large retailer customers. However, the company saw an 
opportunity to benefit from the tags as well, recalls Traci Harrington, SFC's 
wholesale account executive.
 
 The company had a challenge to overcome: costly chargebacks for orders that 
customers claimed were incorrectly packed. That cost could be as much as $100 
per carton.

 Flaws allow attackers to bypass payment limits on 
Visa contactless cards
 These findings are significant because contactless payment verification limits 
are used to safeguard against fraudulent losses, which have been increasing in 
recent years.
 
 The attack works by manipulating two data fields that are exchanged between the 
card and the terminal during a contactless payment. Predominantly in the UK, if 
payment needs an additional cardholder verification (which is required for 
payments over 30 pounds in the UK), cards will answer “I can’t do that,” which 
prevents against making payments over this limit.
 
 Secondly, the terminal uses country specific settings, which demand that the 
card or mobile wallet provide additional verification of the cardholder, such as 
through the entry of the card PIN or fingerprint authentication on the phone.
 
 Both of these checks can be bypassed using a device which intercepts 
communication between the card and the payment terminal.
 
 This attack is possible because Visa does not require issuers and acquirers to 
have checks in place that block payments without presenting the minimum 
verification.

| The unsustainable cost of free returns
 
 Brands are tightening up their famously 
lenient policies to combat rising costs.
 
 In the early days of e-commerce, deep-pocketed companies like Amazon offered 
free shipping and returns to juice growth and help customers overcome their 
misgivings about ordering online. These standards have been adopted en masse by 
retailers, including debt-ridden Gap and
Neiman Marcus, who can’t afford not to match the competition.
 
 However, sustaining such initiatives is becoming increasingly unaffordable. 
E-commerce return rates have spiked 95 per cent in the last five years, 
according to Optoro. 
Happy Returns forecasts that the value of returned goods will rise from $350 
billion in 2017 to $550 billion by 2020 in the US. The new normal has set 
off a costly and vicious cycle that even Amazon can’t withstand — alongside 
companies like
Nordstrom and LL Bean, the e-commerce giant has tightened up its policies.
 
 The cost of free returns
 Retailers lose a third of their revenue to returns, says RSR Research retail 
analyst Paula Rosenblum. Fashion-focused retailers are hit particularly hard as 
customers swap in-store dressing rooms for the privacy of their own homes.
 
 The expenses continue to mount once the apparel and footwear reach a retailer’s 
returns hub. About 10 per cent of what Happy Returns, a reverse logistics 
platform, sends back is donated or incinerated, according to chief revenue 
officer Glenn McMahon. These goods often end up on a warehouse shelf where they 
can take up space for up to two years before their disposition route is decided. 
This racks up costs,
especially in the UK, where warehouse space is already scarce. The other 90 
per cent is hand-sorted to assess potential damage, before being
either steamed or dry cleaned and then sent to be restocked. All this 
results in time away from the shop window, increasing the risk that returned

Conway, SC: 1 stood lookout as they boosted 
nearly $14,000 worth of items from Walmart
 Two men stole $13,500 worth of merchandise from the Conway Walmart, and police 
are now searching for the suspects. A loss prevention officer for the Walmart, 
2709 A Church Street, reported the burglary to Conway police Monday. 
Surveillance video showed two suspects — both white men in their 50s — in the 
electronics department of the store, according to a police report. The suspect 
waited until an employee walked to the front of the store. Then, one of the 
suspects, according to the report, pried open a locked drawer while the other 
man kept watch. The suspects took 14 iPhones and put them into a cart covered by 
a shirt, according to the report.

 A Baltimore woman was arrested Tuesday after allegedly stealing over $5,500 in 
merchandise from an Ulta store in Westminster. Latelle Denise Wheeler, 28, was 
charged with theft between $1,500 and $25,000, disorderly conduct and resisting 
arrest. She was released on $3,500 bail.

 Salem, OR: Police arrest one TJX Shoplifting, 
Hit-and-Run suspect; other suspect remains at large
 The Salem Police Department identified one of the suspect accused of shoplifting 
from a TJ Maxx store and hitting a cyclist while leaving the parking lot. On 
Wednesday, police said one of the two suspects accused of walking out of the 
store with armfuls of unpaid merchandise is 28-year-old Desiree Katherine 
LaMorte. Investigators say LaMorte was driving the getaway vehicle when she hit 
the bicyclist. Salem police, with the help of the Portland Police Bureau, 
arrested LaMorte on Tuesday. She faces charges of second-degree assault, felony 
failure to perform the duties of a driver, and second-degree theft.

Kansas City, MO: Wendy's employee shoots, kills 
man inside Midtown restaurant
 A Wendy's employee in Midtown shot and killed a man after getting into an 
argument with him inside the restaurant Wednesday evening. Officers responded at 
6:48 p.m. to the Wendy's at 31st and Main streets in response to a shooting. 
Medical crews found the shooting victim collapsed in the parking lot and rushed 
him to a nearby hospital where he died. The victim was a 23-year-old man. Police 
said the victim got into an argument inside the fast food restaurant with an 
employee. He walked behind the counter to confront the employee. They both 
pulled out guns and shot at each other. The employee was not hit by gunfire, 
according to the Kansas City Police Department.

Roy, UT: Medical Clinic: Armed Burglary suspect 
shot and killed by PoliceOgden Police Chief Randy Watt told reporters at a 9 a.m. press conference that 
the deadly incident took place about 1:50 a.m. when officers from an OPD K-9 
unit were called to assist the Roy Police Department with an “in-progress 
aggravated robbery” at the Tanner Medical Clinic. “A night time cleaning crew 
member called 911 and reported that a male wielding a hammer had broken out a 
window and entered the clinic,” Watt said. “The caller retreated into the 
business and reported having barricaded herself in a back room.” The man was 
also wearing a mask.
 
 Police and K9 Officers made entry and located the suspect. “The suspect refused 
commands to drop the hammer, and was engaged several times with less lethal 
rounds from a beanbag gun,” he added. As officers were positioning themselves 
adjacent to the office, the suspect suddenly emerged and rapidly advanced on the 
officers holding a knife “in a threatening position,” Watt said. “The contact 
was at such close quarters officers had no choice but to utilize their firearms 
to defend themselves,” Watt said. “The Ogden K-9 officer fired several rounds 
with his 9 mm duty pistol.” Narcotics taken in the clinic pharmacy burglary were 
found on his person, officials said.

killed a 7-Eleven Armed Robber won't be charged
 A man who shot two robbers holding up a 7-Eleven store last week — killing one 
and seriously injuring the other — will not be charged, the commonwealth's 
attorney's office said Wednesday. The man, who has not been identified, was in 
the store on South Newtown Road at about 2 a.m. July 25 when two masked men 
rushed in with guns raised and demanded money. He was standing in the back of 
the store when he fired the shots, according to a witness. Michael Moore, 18, 
died from a gunshot wound to the torso, Ronald Lee Brookins, also 18, was shot 
in the neck.

Family Dollar burglary; connected to Academy Sports break-in A 12-year-old and 13-year-old have been arrested for burglarizing a Family 
Dollar on Pio Nono Avenue. A Bibb County Sheriff's release says the teens 
burglarized the store July 25 around 2 a.m. Several individuals busted out the 
glass door, went inside, and stole food, clothing, and electronics. 
Investigators later recovered some of the stolen items outside the store. The 
13-year-old has also been charged in connection with a burglary at Academy 
Sports on Eisenhower Pkwy in the early morning hours of July 25.

employee who burned a Wendy’s restaurant to the ground last fall had been 
charged only days earlier for an attempted arson, and was ordered not to possess 
incendiary materials. But an Ottawa court heard Wednesday that Steven Hanssen, 
28, was out of control at the time. A psychiatrist’s report says he was in a 
psychotic state when he started the Lincoln Fields Wendy’s fire after closing 
time last November. He has since pleaded guilty to arson, and on Wednesday a 
judge sentenced him to nearly two years in jail on top of time he has served 
already.

Being a mentor can be an extremely worthwhile experience and sometimes the 
mentee brings mentoring to the relationship as well because we all learn from 
each other no matter what role we play. And while you may be reluctant or just 
feel time-strapped, try giving it a chance even for a short time and see what 
happens. As the old expression goes, one person can make a difference and you 
could help a fellow LP executive grow beyond their own expectations and, in 
having helped the number of people we've helped in our mere search role, I for 
one can say there is no better feeling in the world than helping someone reach 
beyond! That's what has actually kept me doing what I do for all these years!
