Security Teams Get Innovative when Faced with Too Few Resources

At a high level, our goal in security is to manage, mitigate, and minimize risk. In an ideal world, we would enumerate the list of risks and threats we are concerned about and allocate the necessary resources to properly address them. Of course, we don’t live in an ideal world. Most security teams feel this quite acutely in the form of resource constraints. Whether considering time, money, personnel, or any combination of the three, there just never seem to be enough resources to address the challenges at hand.

It is precisely because of this that laziness is a wonderful motivator in security. Or, rather, not laziness per se, but a constant need to do more with less. The ever present need to run a proper security program with too few resources. This necessitates inventing ways to work smarter, rather than harder. This necessity is the mother of invention in the security field.

Workplace May Be New Battleground for 2019-20 Congress
In a politically split Congress, the House will have more pull against the Senate on wages, leave, immigration and labor unions.

Paid parental leave, a federal minimum wage hike and union-friendly laws are among the issues Democrats will work to advance on Capitol Hill after winning control of the House of Representatives following Tuesday's mid-term elections.

"You can absolutely anticipate more worker-friendly legislation," said Lisa Horn, vice president for congressional affairs at the Society for Human Resource Management (SHRM). "Of course, those would be hard to get enacted because they require the [Republican] president's signature, and if they're too progressive, Trump is unlikely to sign them."

The Department of Labor (DOL) is scheduled to release its new overtime regulations in March. Those regulations are expected to raise the salary threshold for white-collar exemptions but not as high as the Obama administration had attempted. (NYSE: WMT) is evaluating whether to transform underused land at its stores across the U.S. (including metro Atlanta) into new offerings, such as restaurants, shops, food halls, parks, entertainment venues and more, said a top executive with Walmart during an Oct. 23 retail conference in Atlanta.

It’s a new concept called the “Walmart Town Center,” said LB Johnson, vice president of U.S. Realty Operations for Walmart, the keynote speaker at the 2018 International Council of Shopping Centers (ICSC) Southeast Conference & Deal Making.

Was Amazon’s Headquarters Contest a Bait-and-Switch? Critics Say Yes
What a farce.

That was one of the immediate reactions when word leaked out on Monday that Amazon’s much-ballyhooed search for a second headquarters outside of Seattle would result in not one, but two new locations. On Twitter, people used farce, sham or stunt to describe what had happened.

Amazon’s critics were apoplectic at what they called a bait-and-switch.

“I was shocked,” said Robert B. Engel of the Free & Fair Markets Initiative, a nonprofit that is a determined foe of the retailer on all fronts. “They’ve duped more than the bidders. They’ve duped all of us. They can’t even live up to a promise that wasn’t fair to anyone but Amazon.”

The report also drills down into the costs of credential stuffing attacks on companies in various industries that are commonly targeted by attackers.

2.3B Credentials reported spilled in 2017: The frequency of credential spills has remained extremely consistent for two years, but the average size of spills in 2017 was lower than in 2016.

13 of the 51 credential spills were from breaches of web forums: Web forums were the most frequent targets for credential spills in 2017, but organizations providing online services contributed the largest number of compromised credentials (over 2 billion).

15 Months between spill and announcement: On average, there was a 15-month delay between the day credentials were compromised and the day the spill was reported.

Criminals harvest credentials from data breaches and then test them on every website and mobile app imaginable. A small subset of those credentials unlock accounts because most consumers reuse passwords across multiple sites. The criminals then drain those accounts of value to commit all manner of fraud, from unauthorized bank transfers to illicit purchases of Camembert. Canadian Shoppers Beware: Your Mall is Watching You
As shoppers go about their day, buying everything from shoes to books, most are unaware of the latest technology their mall may be using to gather data on them—be it their age, their gender or even their mood.

Cadillac Fairview, the company that owns the Eaton Centre, deployed facial-analysis technology inside interactive directories at two of its Calgary malls earlier this year. At least, it did, until a software glitch revealed to passersby folders bearing names like “FaceAnalyzer,” “gender” and “age.”

It was quickly picked up by the media, which led to the federal privacy commissioner opening an investigation into the practice, and Cadillac Fairview saying it would stop using the cameras at those two malls, pending the outcome of the investigation.

What the company won’t say, though, is whether it suspended the practice at any of the other 21 Cadillac Fairview-owned malls—a portfolio that spans six provinces and includes major shopping venues like Rideau Centre in Ottawa, Winnipeg’s Polo Park and the Carrefour Laval, outside Montreal. investigation.

Canadians returning to the black market as cannabis supply shortages plague new marketplace
The first weeks have felt more like a soft opening with few retail outlets operating and rampant supply shortages. Quebec closed its government-run shops for three days this week because of a lack of pot and will continue to keep them shut Mondays through Wednesdays until availability is stabilized. Manitoba Liquor & Lotteries said it expects product shortages in both brick-and-mortar and online stores could last six months.

Ontario, Canada’s most populous province, won’t have any stores open until April at the earliest as the new conservative government writes regulations. Meantime, police have shut down at least 11 illegal dispensaries in the province. Contributing to the delivery problem is a strike by workers at Canada Post. British Columbia, the third-largest province by population and a place that historically supplied of much of the country’s illegal weed, still has just one retail store.

Corey Stone, a 32-year-old bar-restaurant manager in Montreal, and his friend were first in line at Quebec’s government-run cannabis store on Oct. 17, but he hasn’t been back because of the supply problems and has been getting his pot illegally. Blake Murchison, 62, was among the customers. He didn’t try visiting the government’s online store. “Why? There’s a postal strike!” he laughed. “I’m not patient. It’s a matter of convenience, really. Or inconvenience.”

Does Canada's Cannabis Industry Have Mafia Ties?
A recent report from the Canadian Broadcasting Corporation (CBC News) shows that some of the largest cannabis producers in the northern nation have mafia ties and connections to drug trafficking operations. It’s the first sign of how legalization could struggle to castrate the criminal underworld because there are still too many vulnerabilities allowing it to seep in through the cracks.

The report, which was published earlier last week, indicates that Health Canada has issued licenses to major cannabis producers that have “longstanding ties” to mobsters, including the “powerful” Montreal crime family the Rizzutos. But investigators -- Radio-Canada’s French-language news program Enquête – have so far refused to reveal the companies and the people involved.

Toronto’s chances of becoming the next base of operations for online giant Amazon will likely come up short, if a published report is to be believed. The Washington Post is reporting that the Seattle-based organization is in “advanced talks” to open its second headquarters in the Washington, D.C., metropolitan area. Amazon is apparently seriously considering an area known as Crystal City. It’s a large residential and office complex in Arlington, Virginia, just south of Washington, the Post reported Saturday, citing unidentified sources.

A 26-year-old man who opened fire at a Walmart in Miramichi on Halloween died of injuries he suffered after being chased by police, RCMP said Thursday. Soon police heard a shot fired inside the vehicle, said Cpl. Jullie Rogers-Marsh, a spokesperson for the RCMP New Brunswick. She said the driver of the vehicle was injured and taken in custody to a hospital, where he later died from his injuries. Walmart confirmed multiple gunshots were fired. "The safety of our associates and customers is a top priority at Walmart," the statement said. "We can confirm shots were fired in our store and the store was placed on lock down. Thankfully, no customers or associates were injured. As this is a criminal matter, we encourage you to contact local police services."

RCMP victimized by $100,000 credit card cloning scam
The Royal Canadian Mounted Police has changed the way it handles credit cards for gasoline purchases after it fell victim to organized criminals and the fraud went undetected for months. By the time the RCMP realized one of its gas cards had been cloned, the crooks had racked up $104,555 in purchases. Habel said investigators have determined that the crime was the work of an organized group. They have identified suspects and are consulting Crown prosecutors on charges.

How the midterm election results could impact online retailers
While healthcare and caravans have dominated the closing messages that Democrats and Republicans are making in the lead up to Tuesday’s midterm elections, the results could have a sizable impact upon the retail industry, especially e-commerce.

For instance, if Democrats take control of the House, they could push back on President Trump’s tariff policies. Such policies have left a broad swath of retailers from Walmart Inc. and Target Corp. to Samsonite International SA and Vera Bradley Inc. anxious about their supply chains, particularly given the September announcement of tariffs on $200 billion of Chinese exports, which Trump has said will be increased from 10% to 25% next year.

A pushback from Congress is overdue, says David French, the National Retail Federation’s senior vice president, government relations. “The next Congress will have to find a way to wrestle control of the tariff issue in order to get control and restrain the president’s ability to wage a trade war,” he says. “The current Congress hasn’t focused enough on the issue.”

A Democrat-controlled House might also derail the U.S.-Mexico-Canada Agreement, or USMCA, which includes a few key provisions that will yield key benefits for online retailers.

The Trump administration’s push to roll back regulations also might receive fresh scrutiny from a Democrat-controlled House, say experts.

However, there is one area that likely won’t see any action, regardless of how the midterms pan out: online sales tax regulation. While several bills have been introduced since the U.S. Supreme Court’s decision in Wayfair v. Buffalo, NY: Update: Man charged with Federal Hobbs Act in $400,000 jewelry store robbery
A Detroit man accused of being the getaway driver for a robbery at an Amherst jewelry store has been arrested and charged, according to the U.S. Attorney's Office. Prosecutors Tuesday said Davonta Hill, 23, was charged with conspiracy to commit Hobbs Act robbery and having committed Hobbs Act robbery. The Hobbs Act is a federal law criminalizing robbery or extortion. Hill was allegedly part of a group of five men who took part in a Feb. 2 robbery of a Reeds-Jenss jewelry store. The group was alleged to have stolen $400,000 worth of watches from the store and for allegedly having damaged $100,000 in merchandise after using a hammer to smash a showcase containing the items. On Feb. 14, Hill was identified by police in Strongsville, Ohio, as the alleged driver in an attempted jewelry store robbery in Cuyahoga County, Ohio. Following Hill's arrest, the Strongsville Police contacted Amherst Police on the suspicion that the two incidents were connected. Prosecutors said Amherst Police detectives recovered high-quality surveillance video from the Reeds-Jenss store incident that showed one of the individuals allegedly bore a strong resemblance to Hill. buffalonews.com

Cedar Rapids, IA: Nordstrom employee stole $150,000 of merchandise to sell on eBay
A Cedar Rapids man accused of stealing thousands of dollars worth of merchandise from Nordstrom was charged with theft Tuesday. According to the criminal complaint, police were notified of the theft between Thursday and Monday by a loss prevention officer at Nordstrom. The complaint said the loss prevention worker told police that Gary G. Black, 54, a Nordstrom employee, was taking merchandise from the business. Through their investigation, police said they learned Black had taken merchandise valued at more than $6,200 and placed it in his vehicle. Additionally, police said Black had more than $7,000 in cash. When questioned, Black admitted to “committing a continuing series of thefts from the company and selling the stolen property on eBay.” According to the complaint, Black estimated the sum total of his theft was around $150,000. Black is charged with first-degree theft, a Class C felony. thegazette.com

Mobile, AL: Five Mobile County merchants charged with trafficking in contraband cigarettes
Some local business owners are behind bars tonight for illegally purchasing and selling tobacco products. Smash and grab thieves have been targeting local businesses, and a massive police undercover operation has helped shut it down. A temporary restraining order has been issued, because the owner knowingly purchased stolen packs of cigarettes numerous times. Five others were also charged with trafficking contraband cigarettes. This raid comes after nearly a year's worth of investigating.

"Over the last 11 months, we have had nearly 100 part 1 crimes committed in this geographical area. We have made over 30 purchases of controlled substances in this area and we have made numerous drug arrests, so the owners should have known about the illegal activity that was taken place at this location," says Chief Battiste. mynbc15.com

Update: Springfield, MO: Texas Man Admits Stealing 650 Guns From UPS Lot in Springfield
A 27-year-old Texas man pleaded guilty to participating in the theft of 650 guns from a UPS trailer in Springfield. Quinton Haywood, of Glenn Heights, Texas, admitted to aiding and abetting others to steal the firearms in October 2017. Haywood and others stole the guns and other cargo from a trailer at a UPS parking lot. The firearms were being shipped from Beretta Firearms in Maryland to a Bass Pro Shops store in Springfield. Haywood faces up to 20 years in federal prison. Four other men were indicted in the scheme in January. ktts.com

Huntersville, NC: Police ID teenager shot, killed in fight inside Walmart
Police have identified the teenager who was shot and killed during a fight inside a Huntersville Walmart Monday night. Police swarmed the store, inside and out, on Bryton Town Center Drive for hours. Huntersville Police Chief Cleveland Spruill said one of his officers was on-duty and in the Walmart parking lot when the shooting happened. Officials said the officer immediately entered the store after hearing two to three gun shots and found several individuals involved with the incident.

Police said one person was shot in the abdomen and was pronounced dead at the scene. Huntersville police later identified the victim as 19-year-old Jalyn Domonique Craig. An initial investigation revealed the shooting stemmed from a fight inside the store between several individuals. During the fight, shots were fired inside the store. Police said they have identified all people involved in the shooting and four people were taken to the Huntersville Police Department to be interviewed. wsoctv.com

Waynesburg, PA: Man charged with attempted homicide in stabbing at vape shop
A 19-year-old Crucible man was charged with attempted homicide after he intervened in a fight between two men and stabbed one of the men in the back Sunday at Dubtown Vapes Shop in Franklin Township, State Police said. Marcus Michael Booze of 67 Second St. was charged by state police with attempted homicide and aggravated assault and placed in Greene County jail on $150,000 bond. The victim, Franklin D. Russel II, no age or address given, was stabbed in the lower back and suffered a collapsed lung and additional undetermined internal injuries, state police. observer-reporter.com

Savannah, GA: Boost Mobile employee shot during Armed Robbery
According to the Savannah Police Department (SPD), the incident occurred around 9:45 a.m. in the 3230 Skidaway Road store's parking lot. SPD says a suspect was attempting to rob a male store employee of a deposit bag when another employee, described as a white female, approached and the suspect fired a shot, striking her. The suspect fled the scene with the money. The woman was transported to a hospital for treatment. SPD says her injuries are non-life-threatening. wsav.com

Grayson County, TX: Second arrest made in 2017 Denison plumbing store murder
A second suspect is now in custody for the murder of Robert Allen about one year ago at Allen's Plumbing. Investigators say the two plotted this crime together. "The evidence in this case proves they had a pretty close relationship. Close enough to commit a murder together," said Grayson County District Attorney Brett Smith. Denison Police arrested Timothy Barnum Monday morning for the murder of Allen on Oct. 31 last year. Last week Tyrone Sommers was arrested for the same offense. Smith said Barnum had a relationship and child with Allen's daughter. kxii.com

A convenience store clerk told investigators he grabbed a trash barrel to fend off a knife attack by a man and a child during an attempted armed robbery early Saturday morning of a Dorchester 7-Eleven, police said. Boston police have arrested and charged a 14-year-old boy from Dorchester with assault by means of a dangerous weapon and attempted armed robbery. The child's alleged accomplice, Johenmie Garcia, 23, of Jamaica Plain, is charged with attempted murder, unarmed assault to rob, assault by means of a dangerous weapon and two counts of assault and battery on a police officer. bostonherald.com

Tulsa, OK: Repeat Armed Robber pleads guilty, could get up to life in federal prison
After six armed robberies and an August standoff with police at a midtown Dollar General store, a Tulsa man pleaded guilty to charges in federal court Tuesday. Treveon Vaughn, 27, pleaded guilty to obstructing commerce by robbery and to brandishing a firearm in relation to six robberies at local donut shops and dollar stores. U.S. Attorney Trent Shores said Vaughn was a “brazen, violent criminal” and that his crime spree, lasting from late June until a standoff with police on Aug. 17, ended only because of police officers’ work. tulsaworld.com

Findley, OH: Two arrested suspected of robbing Dick's Sporting Goods, Police chase ends in crash
Monday night, officers in Findlay responded to a theft-in-progress at Dick's Sporting Goods. Findlay Police say a man got away in a car before they found him and tried to stop him. The driver lost control, striking a utility pole and then a minivan. The female driver and suspect in the first car were treated for minor injuries. The driver, 51-year-old Vita Warren, was taken into custody on felony fleeing and eluding, felony drug possession, drug paraphernalia, and complicity to theft. The male suspect, 40-year-old Gregory Nevers, was charged with felony theft. Both suspects are from Detroit. hometownstations.com

Cargo theft volume dips, values rise in third quarter;
California top state, electronics most-targeted item
Cargo theft recording firms CargoNet and SensiGuard each released this week their third-quarter 2018 cargo theft reports. Both firms reported a year-over-year decrease in theft volume with an increase in theft value. SensiGuard recorded 157 thefts in 2018's third quarter worth an average of $160,858 per loss event, an 11 percent decrease in volume and a 31 percent increase in value when compared to 2017's third quarter. There were four thefts worth more than $1 million in the third quarter this year.

Electronics thefts were most-targeted during the quarter, according to SensiGuard's report, accounting for 20 percent of all thefts. Home and garden cargo was next on the list with 15 percent of all thefts, followed by food and drinks at 11 percent. SensiGuard's numbers show California once again ranked as the top state for cargo thefts, accounting for 20 percent of all thefts nationwide. This is a 14 percent decrease year-over-year for the state. ccjdigital.com

Guam: Two Cargo workers sentenced for $16,000 theft via the U.S. mail
Two former cargo workers are sentenced in federal court for their part in stealing thousands of dollars worth of items being sent in the mail. 27 year old Thomas Atoigue and 23 year old Austin Jay San Nicolas were convicted of mail theft. Investigators say Atoigue worked as a cargo screener for Unlimited Services Group, which at the time sub-contracted under United Airlines for the handling of cargo for the US Postal Service. Atoigue stole numerous items from the mail system such as televisions, computers, watches, speakers, Hydro Flasks, vape juices, and Apple products, and more totaling over $16,000. Atoigue is sentenced to two years probation. San Nicolas is sentenced to five months home detention and must use an electronic monitoring system. kuam.com

Albuquerque, NM: FBI: Man Charged With Bank Robbery, Interference With Interstate Commerce By Threats Or Violence; Dollar General and Waffle House robberies
The FBI has charged Andres Otero in a federal criminal complaint with the Oct. 30, robbery of an Albuquerque bank and other federal crimes. Otero, 61, with addresses in Moriarty and Albuquerque, is charged with bank robbery, interference with interstate commerce by threats or violence, possessing a firearm during a crime of violence, and being a felon in possession of a firearm. Otero, who was arrested by the Albuquerque Police Nov. 1, on an active arrest warrant out of Texas for violating his parole, is accused of robbing Washington Federal. He also is charged with the robberies of two other Albuquerque businesses, a Waffle House and a Dollar General store. ladailypost.com

Detroit Lakes, MN: Man gets 17 months for $1,100 theft from Walmart
Tony Mitchell Krueger, 21, has been sentenced in Becker County District Court for felony theft. According to court records, he was one of three Fosston-area residents charged with felony theft for allegedly stealing over $1,000 worth of goods at the Detroit Lakes Walmart. dl-online.com
