Global Guard Service Revenues to Grow 6% Annually Through 2022
Global guard service revenues are projected to increase 6 percent per year to $145.2 billion in 2022, according to Global Security Services, a new study from the Freedonia Group. The study also states that growth will be driven primarily by gains in developing countries, with highly populous industrializing nations such as China and India contributing a particularly large share.

The study explains that factors supporting these gains include increased urbanization and income inequality, which will tighten concerns about crime as well as boost the size of the population able to afford guard services; improvements in licensing and professionalization, which will boost public trust and enable price increases; greater outsourcing of non-core business activities such as guarding; and an increased penetration of technologically advanced security systems, which will demand more highly skilled guards. sdmmag.com


FDA Hires Walmart’s VP of Food Safety - A Blockchain Technology Expert
The FDA thinks Walmart may have one solution to romaine lettuce recalls

Twice now this year, federal health officials have warned Americans not to eat any romaine lettuce at all, and asked stores to throw away all their supplies.

It wasn’t because all the romaine lettuce in the country was contaminated. It was because there was no good way to figure out quickly where the contaminated lettuce was coming from. When people started dying from E. coli infections last spring, the Food and Drug Administration and the Centers for Disease Control and Prevention decided the safest bet was just to tell people to stop eating it.

It’s a frustrating and inefficient process, and now the FDA is looking to a mega-retailer to help solve the problem: Walmart.

The FDA has hired Walmart’s vice president of food safety, Frank Yiannas, as deputy commissioner for foods and veterinary medicine. FDA commissioner Dr. Scott Gottlieb hopes Yiannas can help persuade the U.S. food industry to adopt a computerized system that keeps track of each head of lettuce, or box of mangoes, or package of chicken parts, along each step of the way from farm to store or restaurant.

“One of his specific areas of expertise is the development of blockchain technology for track and trace,” Gottlieb said.

Blockchain is a shorthand term for a way of keeping accurate records of transactions that is timestamped and difficult to alter. Used in food distribution, it would be a secure way to track food as it is harvested, processed, packaged, distributed and sold. nbcnews.com

Jacksonville, FL: Update: Florida Mall Faces 10 Lawsuits Over Video Game Tournament Shooting
Ten lawsuits have been filed against the owners of a Florida outdoor mall where authorities say a gunman opened fire at an online video game tournament, killing two people, wounding several others and then fatally shooting himself. The Florida Times-Union reports that nine of the lawsuits were filed earlier this month against The Jacksonville Landing and its owners. Retail Stores Still Important for Holiday Shopping Experience
In-store shopper numbers for Black Friday week saw year-over-year improvement
ShopperTrak, a Tyco Retail Solutions’ brand, today released a more comprehensive report of shopper behavior during 2018 Black Friday week through the busy weekend, the period spanning from Sunday, Nov. 18 to Sunday, Nov. 25. For the analysis, ShopperTrak compared daily store traffic versus the same days last year.

ShopperTrak found that store traffic for the Black Friday week in total resulted in a 1.2 percent decrease vs. last year. But this decline represents an improvement from 2017 when traffic was down 2.3 percent. Black Friday weekend 2018 (Thursday, Nov. 22 to Sunday, Nov. 25) declined only 1.5 percent this year, compared to a 2.2 percent decline in 2017. With online shopping increasing and the early holiday store traffic trends starting to improve over previous years, the relevance of the store for the customer shopping experience is becoming evident. businesswire.com

Account Take Over (ATO) attacks remain one of the most persistent threats to the R-CISC community. ATO continues to be highly successful as a result of large data breaches that provide information threat actors need to conduct reconnaissance and ATO attacks on a massive scale.

Successful data breaches are flooding the market with compromised username/password combinations, which threat actors continually use to test and compromise additional accounts across the retail industry. Analysis from cybersecurity firm Shape Security indicated that 90% of the login attempts made at online retailers’ websites were hackers using stolen data.

DOJ Deputy AG Rosenstein Remarks - Two Iranians Indicted For $36M "SamSam" Ransomware Scam
A federal grand jury in New Jersey indicted two Iranian citizens for a three-year scheme that involved hacking into computers of hospitals, municipalities, public institutions, and businesses. It involved a high-tech, sophisticated extortion plot. The defendants allegedly hijacked victims’ computer systems and shut them down until the victims paid a “ransom.”

The conspirators collected more than $6 million in extortion payments and caused more than $30 million in losses.

Many of the victims were public agencies with missions that involve saving lives and performing other critical functions for the American people. 

Acting from inside Iran, the men developed and deployed a form of ransomware that they named “SamSam.” Ransomware is a destructive computer code that encrypts victims’ computers and then holds the computers “hostage” until a “ransom” fee is paid.

The victims included two major municipalities – the City of Atlanta, Georgia and the City of Newark, New Jersey. The defendants also sought to interrupt critical transportation infrastructure by infiltrating the Port of San Diego, California, and the Colorado Department of Transportation. 

The defendants chose to focus their scheme on public entities, hospitals, and municipalities. They knew that shutting down those computer systems could cause significant harm to innocent victims.

The indictment alleges that the defendants demanded payment from their victims in the form of the virtual currency known as Bitcoin. Bitcoin contributes to the increasing sophistication of criminal schemes. It is a common currency for criminal schemes, including websites that distribute child pornography and deadly opioid drugs, and ransomware and other tools of extortion.

The defendants allegedly communicated with victims using Tor, an encrypted computer network designed to facilitate anonymous communication over the Internet. 

We support the use of encryption to safeguard private information and strengthen cybersecurity. But this case highlights another example of the challenges posed to law enforcement by encryption designed to resist law enforcement.

Sophisticated encryption technologies like the Tor network are used by cybercriminals to commit serious offenses. These sophisticated technologies pose a real threat to the government’s ability to keep people safe and ensure that criminals and terrorists are caught and brought to justice. justice.gov

Security agencies warn industry of foreign espionage threat to networks; Canadian companies put on notice
Canadian companies should watch out when they use technology supplied by state-owned companies from countries that want to steal corporate secrets, the country's security agencies have warned them. The RCMP organized two workshops last March to raise awareness about threats to critical systems, including espionage and foreign interference, cyberattacks, terrorism and sabotage, newly disclosed documents show.

Competitors such as China steal American intellectual property valued at hundreds of billions of dollars every year. In addition, CSIS openly warned in 2016 that Russia and China were targeting Canada's classified information and advanced technology, as well as government officials and systems.

The intelligence community's concerns emerge as Canada considers allowing Chinese firm Huawei Technologies to take part in developing a 5G telecommunications network. Former security officials in Canada and two members of the U.S. Senate Select Committee on Intelligence have warned against such a move, saying the company's ties to Beijing could compromise the security of Canada and its closest allies. Huawei has denied engaging in intelligence work on behalf of any government.

The tactics could include gaining influence and leverage over the host country, espionage, technology theft and malicious cyberactivities. The security presentations also warned of "spear-phishing" attempts by hostile forces to gain access to computer systems through emails that fool employees into giving up passwords or other sensitive data.

The agencies encouraged companies working on leading-edge research to take stock of protective measures and develop a corporate security plan to manage risks.

ORC on the Rise in Canada as Holiday Shopping Kicks Off

Police across Canada warn online deals could be "hot" as organized crime creeps into retail theft
With holiday shopping season upon us, Calgary police are warning the public to be wary of unwittingly buying items that were previously stolen. Organized retail crime is part of a growing issue in Calgary and across the province, which has prompted Calgary police to team up with the Edmonton and Lethbridge police services, as well as Airdrie RCMP.

Calgary and surrounding area retailers have reported a collective loss of about $10 million this year. Designer fashion and high-end fragrance retailers, cosmetics businesses and athletic-wear companies were some of the most common types of businesses to report losses. Others included bookstores, electronics businesses, grocery stores and liquor stores.

Besides obvious “grab-and-run” incidents, offenders often pull off the theft by concealing items in specially lined bags that won’t set off store detectors. They use demagnetizing devices to overcome anti-theft devices, or even cut or rip off item tags. Organized retail crime costs Canadian retailers an estimated $4.6 billion each year, according to police.

First-time shoplifters won’t be charged by Toronto police in pilot project
Could Lead to an Increase in Shoplifters

First-time shoplifters will no longer be prosecuted in two of Toronto’s busiest police divisions as part of a pilot project that, if successful, will go citywide.

The program — called Shop Theft — allows privately employed theft prevention officers to release an accused after the details of the incident are called in to a division, as opposed to waiting — sometimes for hours — for police to answer the low-priority calls.

The six-month pilot will run in divisions 51 and 52, which encompass the area south of Bloor St. from Spadina Ave. east to the Don River. During that time, alleged offenders can be released for non-violent shoplifting incidents through the program as long as they meet certain criteria.

The new procedures could lead to an increase in the number of accused shoplifters, says a U.S. academic, and to the increased use of a controversial practice by retailers called civil demand recovery letters, which threaten legal action if the accused doesn’t pay hundreds of dollars in punitive damages, even when the items are retrieved.

Province to Charge Pot Shops for Safety, Addictions Programs

The Progressive Conservative government says it will implement its planned "social responsibility fee" on retail cannabis sales beginning in January. The funds generated by the fee will be used for public education, safety initiatives and health and addictions programming. The fee will be paid by cannabis retail stores directly. Their first payment to government would be due in June 2020.

Cullen said he has been receiving police reports on ticketing due to cannabis-related infractions, but he did not provide specifics. He said various government departments are being asked to keep tabs of any costs associated with the legalization of recreational marijuana. The province is asking municipalities to track expenses.

South Keys, ON: Man shot and killed in brazen shopping complex shooting
Ottawa police are investigating the shooting death of a man at the South Keys shopping complex. Police say officers responded to several 911 calls about shots fired at the mall around 6:30 p.m. Friday. A man was found in the parking lot with multiple gunshot wounds, police say. He was transported to hospital and later died of his injuries. The victim has been identified as 27-year-old Yonis Barkhadle of Ottawa. Police say they are investigating this as a homicide, but no arrests have been made.

Two International Cybercriminal Rings Dismantled
Eight Defendants Indicted for Causing Multi-Million Dollar Digital Ad Fraud
Global Botnets Shut Down Following Arrests

A 13-count indictment was unsealed today in federal court in Brooklyn charging Aleksandr Zhukov, Boris Timokhin, Mikhail Andreev, Denis Avdeev, Dmitry Novikov, Sergey Ovsyannikov, Aleksandr Isaev and Yevgeniy Timchenko with criminal violations for their involvement in perpetrating widespread digital advertising fraud. The charges include wire fraud, computer intrusion, aggravated identity theft and money laundering. Ovsyannikov was arrested last month in Malaysia; Zhukov was arrested earlier this month in Bulgaria; and Timchenko was arrested earlier this month in Estonia, all pursuant to provisional arrest warrants issued at the request of the United States. They await extradition. The remaining defendants are at large.

“As alleged in court filings, the defendants in this case used sophisticated computer programming and infrastructure around the world to exploit the digital advertising industry through fraud,” stated United States Attorney Donoghue.

One of the operations, named 3ve, was first identified last year by Google, a unit of Alphabet Inc., which lost millions of dollars in the scam, and ad-fraud-detection firm White Ops. Both companies said they turned their findings over to law enforcement.

The alleged perpetrators used an army of infected computers to fool advertisers into believing they were buying ads on legitimate websites, according to prosecutors and a report by Google and White Ops. In all, advertisers essentially wasted at least $29 million on ads seen by computer programs and not humans.

The other operation, dubbed Methbot, used servers at data centers in Dallas and elsewhere to create fake “bot” traffic to view ads on faked websites—an operation that resulted in at least $7 million in wasted advertising, prosecutors said. justice.gov wsj.com

Are online retailers tailoring prices to consumers?
For decades, retailers have used what's known as dynamic pricing to alter the price of goods as market conditions change.

It’s no secret that companies gather swaths of data on customers across the internet and use it for marketing purposes, but is that data used for pricing? We conducted an experiment—at the direction of Professor Rao—using three computers and a smart phone.

Two computers were filled with different search histories and cookies, one representing a price-conscious weekend-travelling tourist and the other a corporate traveler with a luxurious shopping trail. On the third, we erased the search history and cookies with every site we visited. With all four devices we went shopping, searching for the same items on the same sites at the same time.

How about the retail giant Amazon? Again, we began seeing different prices posted for products like Larabar protein bars and Pampers diapers. We saw a pattern of price differentials between desktop and smartphone, but we also saw it vary from phone to phone. But when the users tried to purchase the item at the lower prices, Amazon required the customer to sign up for a promotion.

“We call that dark patterns, user interface design that is intentionally misleading,” said Christo Williams, associate professor of Computer and Information Science at Northeastern University. In a 2014 study, Williams helped uncover a number of online price discrimination examples.  kare11.com

Madison, MS: Suspects in multi-state theft ring captured in Mississippi
Two women wanted in a multi-state theft ring were captured in Mississippi. On Monday, the Madison Police Department received a call saying two women were in the process of shoplifting at the Ulta Beauty Supply store. The pair, identified as Mickeiko Edwards and Margo Norris, were wanted for thefts in Louisiana, Texas, Arkansas, Oklahoma and Flowood, Mississippi. When police made the scene, the women didn’t go quietly. The women allegedly jumped in a car and fled on Interstate 55 before they finally surrendered to police. Milwaukee, WI: Smart phone theft ring stretches from Milwaukee to Kenosha
Authorities are investigating a possible retail theft ring spanning from Milwaukee to Kenosha. The thefts occurred at different Sprint store locations, in West Milwaukee, Oak Creek and Kenosha. On Sunday, Nov. 18, at the Sprint on Miller Park Way, two individuals were caught on surveillance footage cutting the display phones, then walking away with them. The suspects were confronted by employees but continued to steal the phones. The same incident happened at the Sprint in Oak Creek, where display phones were cut and stolen. tmj4.com

DeKalb, IL: DeKalb Police say they busted serial Shoplifting Crew; stolen SUV and hundreds of dollars worth of stolen goods
Police are still searching for suspects in a shoplifting spree at local stores last week, a crime they said underscores the increased prevalence of such thefts during the busy holiday shopping season. Two adults and three juveniles were arrested Thursday in connection with a number of thefts in DeKalb, Sycamore and Iowa. The arrests came after a two-day investigation by DeKalb officers into incidents at DeKalb and Sycamore stores including CVS, DSW shoe store, Walmart, Hy-Vee, Schnucks, Ulta Beauty and Kohl’s. daily-chronicle.com

Chesterfield, MO: 3 women knock kid down on escalator after stealing $8,000 worth of products from Victoria Secret
Police are searching for the thieves who knocked over a child while making their getaway in Missouri. The child was on the escalator when the women ran up from behind and nearly trampled over the kid. Lodi, CA: Man involves his 3 kids in thefts; $4,000 of merchandise recovered
A father is facing criminal charges after Lodi police said he used his children to help him shoplift. Cameron Burgett, 43, had his three kids with him Sunday when he pushed a shopping cart filled with merchandise out of a Kohl's, according to a news release from the Lodi Police Department. Buford, GA: Sunglass Hut $2,000 shoplifter ID’d, police asking for help locating him
The Sunglass Hut shoplifter accused of stealing more than $2,000 worth of sunglasses earlier this month has been identified as a 17-year-old. Gwinnett police have issued a warrant for Ouentaeious Shemao Gray, for theft by shoplifting in connection with the Nov. 5 incident at the Mall of Georgia’s Sunglass Hut. The stolen glasses, which consisted of four pairs of Gucci sunglasses and a pair of Versace glasses, were estimated to be worth a total of $2,025. gwinnettdailypost.com

Auto Parts Store Armed Robbers lead Police on High-speed chase across LA
A police pursuit of an SUV carrying an armed robbery suspect ended in a crash and an attempted carjacking in Echo Park after traveling through Glendale, La Cañada Flintridge and downtown LA Tuesday afternoon. The pursuit began at approximately 3:30 p.m. according to the Los Angeles Police Department. The LAPD said that the vehicle was carrying at least one armed robbery suspect. nbclosangeles.com

Washington, DC: Jewelry Store employee chases down suspected jewelry thief
A jewelry shop employee took the law into her own hands after two men allegedly stole a $4,300 ring Monday night. Owner Irene Barbieri describes employee Odaybea Morrow as friendly, petite, soft-spoken woman. Monday night, the two men entered the store just after closing and said they needed a gift. Morrow let them in. As she was showing some earrings to one of the men, the other can be seen in surveillance video taking a ring from a case. Minutes later they left the store without buying anything but did not leave empty handed. Morrow took off after them. “I don’t recommend any one doing this. Please don’t do it!” she said. wjla.com

A man wanted in up to six robberies was arrested after a car chase in Pasadena Monday night, police said. Pasadena police were called to a Dollar General on Spencer Highway around 9:30 p.m. The robber held the clerk at gun point and got away, Lt. James Holt said. The driver crashed into some bushes, before getting out of the car with a gun in hand. The officers shot at the man, Holt said. He wasn’t hit, and the officers were able to tackle and arrest him.
