In rainy, cold Paris, protests thin out but again turn unruly
Tear gas billowed Saturday across the protest-scarred Champs-Elysees after a day of largely peaceful demonstrations in Paris, and a water cannon shot a frigid stream at the crowd on the fifth-straight weekend of protests by France's "yellow vest" movement.

The demonstrations against France's high cost of living -- sapped by cold weather, rain and recent concessions by President Emmanuel Macron -- were significantly smaller Saturday than previous rallies, some of which scarred parts of Paris with vandalism and looting.

A few thousand people marched up and down the famed shopping street in Paris, a spirited yet peaceful gathering that sank into violence as the afternoon wore on. Riot police clashed with demonstrators as the occasional tourist darted from a hotel or a brave Christmas shopper took a peek at the neighborhood's mostly boarded-up storefronts. nwaonline.com

Outgoing California Governor Brown Signs Sweeping Criminal Justice Reforms

Jerry Brown seeks to remove money from the arraignment process starting in October 2019. The law has been part of a blitz of criminal justice measures Brown has approved before his term ends on Jan. 1.

Those measures, which also include easing punishments for minors and murder accomplices, garnered him both liberal accolades and censure from law enforcement groups saying he's gone soft on crime.

Brown's evolution could signal national trends in the politics of criminal justice, and other states may soon follow California's example.

In August, he signed the legislation replacing cash bail with an assessment of various risk factors. Two more bills signed by Brown would ease the prosecution of minors. One bars teenagers from being charged as adults, and another prevents children under 12 from being criminally prosecuted except in rape and murder cases.

The governor spearheaded in previous years allowed nonviolent offenders to seek early release for good behavior and reduced several felonies to misdemeanors. Walmart Compliance Chief Jay Jorgensen To Step Down - Pursuing Other Opportunities

The company’s employees received a memo Friday morning from chief legal officer Rachel Brand saying that the executive vice president and global chief ethics and compliance officer, who joined Walmart six years ago, will be replaced by senior vice president and international chief compliance officer Daniel Trujillo on Feb. 1.

“Under Jay’s leadership, we designed Walmart’s program to manage compliance risks associated with 14 diverse subject areas ranging from anti-corruption to food safety,” Brand said in the memo. “We implemented comprehensive policies, processes, and systems across all markets in which we operate.”

The Utah native and Brigham Young University Law School alum came to the retailer in October 2012 amid a probe into allegations that it bribed foreign officials to aid its expansion in Mexico. In a newly created role as global chief compliance officer, Jorgensen was tasked with merging Walmart’s compliance, investigations and legal operations under its general counsel.

Jorgensen’s move from Sidley Austin came as Walmart was tackling a Foreign Corrupt Practices Act probe by the U.S. Securities and Exchange Commission and U.S. Department of Justice over whether officials at the company paid $12 million in bribes to expand operations in Mexico. At the time, Walmart spokesperson David Tovar said that the company had spent more than $30 million since April 2011 on a worldwide review of its global compliance program.

“With this robust program now in place, this is a natural time to transition its leadership,” Brand said in Friday's memo before announcing Trujillo’s promotion.  law360.com

Rite Aid Asks 3rd Circ. To Keep Nix Of Background Check Suit
Former CVS Employee Failed to Disclose Theft Termination When Applying
Retail pharmacy company Rite Aid Corp. asked the Third Circuit Court of Appeals Thursday to uphold the dismissal by a Pennsylvania federal judge of a suit that accused the company of refusing to hire a job applicant based on a background check conducted by a third party, saying the lower court was correct in finding the applicant had suffered no harm.

In its brief, Rite Aid said the District Court for the Eastern District of Pennsylvania rightly dismissed the suit filed by Kyra Moore on the basis that she lacked standing to bring claims under the Fair Credit Reporting Act because she had suffered no concrete harm and that she had already released FCRA claims against LexisNexis, which had conducted the background check.

Rite Aid argued that Moore could not have suffered concrete harm from the use of the background check because she had several opportunities to discuss the adverse findings with LexisNexis and Rite Aid. The brief said Moore did reach out to Rite Aid before her application was rejected, and after she retained an attorney and contacted to LexisNexis, her status was changed to “competitive.”

Moore was terminated by CVS in 2010 after allegedly confessing to theft of retail merchandise from a Philadelphia store location and agreeing to pay back the company for the value of the items, according to court documents. In April 2011, she applied in person for a job at a Rite Aid store but failed to disclose her termination from CVS. law360.com

Most people don't realize that when they buy counterfeits they are supporting organized crime, and in some cases seasoned criminals' second careers.

We know that counterfeiting has become a very attractive retirement program for drug dealers," said Ann Harkins, CEO of National Crime Prevention Council (NCPC), at a recent Congressional briefing about anti-counterfeiting efforts. "Why? It's cleaner. It's safer. They are not as likely to get caught. If they get caught they are not as likely to do as much time."

The proliferation of fake goods has surged, leaving manufacturers scrambling to keep them out of their supply chains. A test conducted earlier this year by the U.S. Government Accountability Office found that 20 out of 47 products sold by third-party sellers online were revealed to be counterfeits, leaving both the government and corporations to chase after fraudulent sellers. In 2017 the U.S. Customs and Border Protection (CBP) and U.S. Immigration and Customs Enforcement (ICE) seized a record number of shipments of illegal goods, with a combined $1.2 billion price tag had the goods been genuine.

The holiday season only increases the likelihood consumers will encounter counterfeit goods, including decorative lights, small electronics, sneakers and toys.

Bradley Hayes, the executive director in the office of trade relations at CBP,  estimates that 30% of fakes are sold during the six weeks of the holiday season. "It's incredibly important that we do our job," he said during the Congressional briefing. On a typical day the CBP seizes around $3.4 million worth of intellectual property rights violations, with 89% of the seizures taking place within international and express mail. "These numbers are kind of mind-boggling and mind-blowing," he said. retaildive.com

Why Are Workers Quitting Their Jobs in Record Numbers?
Rising attrition shows employers that they need to get career plans, pay right

More U.S. workers are quitting their jobs than at any time since the numbers have been recorded.

The Bureau of Labor Statistics (BLS) reported that 3.5 million people—or 2.3 percent of the total workforce—left their jobs voluntarily in October, the most recent month for which data exists. Private-sector workers quit at a rate of 2.6 percent in October, up from 2.4 percent the previous year.

In 2000, the BLS began recording what's known as the quits rate. The number of employee quits has increased for nine consecutive years. The last time the voluntary quits rate was as high as it is now was April 2001.

Additional sources support the BLS findings. Global HR consulting firm Mercer surveyed 163 large employers in 2018 and found that voluntary turnover the year before, not including retirements, accounted for 15.5 percent, up from 14 percent the previous year.

According to Mercer, Millennials accounted for half of voluntary separations (51 percent), followed by Generation X (25 percent) and Baby Boomers (19 percent). The oldest and youngest generational cohorts—those born before 1945 (2 percent) and after 2000 (4 percent), quit in much lower numbers, due to their relatively smaller representation in the total workforce.

Approximately 40 percent of employees who quit in 2017 did so within 12 months of being hired, about half of workers who departed in their first year left quickly—within the first 90 days.

As part of the investor day, Lowe’s also unveiled a focus on its pro customers and a new marketing approach aimed at a wider audience which includes a new slogan, "Do it right for less. Aventura, FL: Family of teen shoplifter sues Bloomingdale's over LP Officer's tackle
A South Florida family has filed a lawsuit against Bloomingdale's and one of their security guards after the guard tackled a 13-year-old girl at the Aventura Mall branch on suspicion of shoplifting, but police records show that may not have been the case.

Surveillance video from the Feb. 10 incident shows the female security guard approaching the teen at the top of an escalator outside of the store and pushing her to the ground as she held a shopping back in her right hand.

According to police records and the lawsuit filed by the teen's family, Jamie Stubbs, a Bloomingdale's loss prevention officer, followed the girl out of the store and took her down atop the escalator. Her mother described the incident as a brutal beatdown. wsvn.com

Store operators are being placed in new AP/Ops positions and the current APM's can apply for remaining positions.

The retailer said it would close 11 Macy's stores as part of the August 2016 plan to shutter 100 doors. With these closures, the retailer will have closed 81 of the 100 stores. Since 2015 Macy's has eliminated 124 doors.

Macy's is also planning to cut costs through a new plan that will see staffing adjustments across the store's organization, with locations losing headcount and others gaining. EMVCo Updates Protocol To Prevent CNP Fraud
EMVCo, the global technical body that facilitates the worldwide interoperability and acceptance of secure payment transactions, announced late last week that it published the EMV 3-D Secure Protocol and Core Functions Specification v2.2.0.

In a press release, EMVCo said the specification has been updated to include enhancements that will better promote and optimized the consumer experience and at the same time support new authentication abilities when making purchases online. EMVCo said EMV 3DS is a messaging protocol that enables frictionless consumer authentication and lets consumers authenticate themselves when making card not present eCommerce purchases. According to EMVCo, the additional security level helps stop unauthorized card not present transactions and provides more protection for the merchants from fraud.  pymnts.com

Can advancing cybersecurity techniques keep pace with new attack vectors in '19?
A look back through a volatile 2018 has seen the cyber security landscape move towards an even more complex picture. This has been driven by the increased volume and diversity of threats and breaches, tools and network evolution. Security professionals have faced significant challenges in attack detection and mitigation, operating to the necessary policy and legal guidelines and growing teams with suitably-skilled personnel. None of these advances show any signs of slowing in 2019.

However, home-field advantage is emerging with advanced defense strategies, tools and techniques becoming more readily available. Security-led intelligence and networking standards can now form the backbone of solid defensive operations. Attack-to-decision timeframes are being reduced enough to stop attacks in their tracks and in many cases a pre-emptive defence strategy can be issued.

This fundamental change in approach is a positive step forward for defender, but what does the future hold for the industry? These are our predictions for the cyber security landscape in 2019.

Operational Technology (OT) and IT convergence
2019 will likely see OT and IT convergence in the wild. For attackers, OT is such an attractive target because it encapsulates hardware and software that monitors and manages physical equipment and processes and, if compromised, it could have serious consequences.

AI vs AI, ML vs ML
Artificial Intelligence (AI) and Machine Learning (ML) will continue to become more mainstream, especially when talking about ‘Big Data’, analytics and Infosec. Because of this, professionals are beginning to build them into cyber security plans and strategic decision-making. However, as defenders capitalise on these technical advances, so do attackers who are just as likely to adopt the use of AI and ML tools to make their illegal endeavours ‘do more with less’; automated botnets can do in seconds what would normally take days such as exploiting known vulnerabilities and scanning the network, creating a roadmap for human attackers.

Advanced defense techniques
Mesh networks and the movement to edge services mean holistic defences are needed to cover both bulk and single threats throughout physical/routing/application layers. Automated defence response will need to be in place to keep up with the latest, brutal attacks that are yet to come. Terabytes-per-second (Tbps) attacks will be the norm for 2019, so defenders need to be ready for these self-deciding, ultra-high-volume attacks.

IoT botnets/swarms
In 2019, it is predicted there will be approximately 26.66 billion IoT devices in total that are connected to the internet. Often seen as the ‘weakest link’, they generally don’t have the processing power or memory to include security on-board. As a result, this means the majority of IoT devices cannot be patched or updated. This leaves lackadaisical vulnerabilities such as weak authentication, insecure firmware/software, poorly designed connectivity, authorisation protocols and limited configuration.

Unauthorised cryptomining/ cryptojacking
Unauthorised cryptomining or cryptojacking may not have yet yielded significant financial gains. However, they however still accumulate cash reward for anyone willing to put the effort in – especially when targeting carrier-scale infrastructure. helpnetsecurity.com

UK Retailer: Reiss ready to roll out RFID in 2019
Reiss is the latest UK retailer embarking on an RFID project – and it is one that is set to open up multiple opportunities for business improvement, according to CIO Ian James.

The likes of Inditex, River Island and Superdry have already started their own RFID journeys, and now the premium fashion player Reiss is looking to enhance stock accuracy, open up store stock for online fulfilment, and drive customer satisfaction by using the technology.

Back in 2017 a two-store RFID pilot was launched. “We started looking at the in-store manual processes which our stores have to perform to do their daily or weekly stock count, or to process in-store transfers, and warehouse returns – it was also around gaining visibility for our omnichannel journey,” James says.

Using RFID is an alternative to deploying basic in-store barcode scanners, and the key driver is to provide the business with as near to real-time stock positioning as possible. This is expected to enable the business to serve customers with confidence and flexibility wherever they choose to buy from the retailer, in the future.

“Ultimately, we hope this will allow us to search for the stock, find the stock, and if there’s one item just down the road we can get it packed up ready for customer collection,” he explains.

The project is currently paused for peak trading, with a total of seven stores in the 62-strong portfolio RFID-ed, but Reiss will be “hitting it hard again” from mid-February.

LPRC: Combatting Porch Piracy
Every single day customers report they never receive an online order. According to the 2017 Shorr Report, over 30% of online customers have reported their online purchase missing/stolen from their front porch. With an estimated 25.9 million American having experienced package theft, a special team of behavioral research scientists from the University of Florida, and the industry group Loss Prevention Research Council, are systematically working to reduce delivered item theft using simulated and actual porch areas, reported crime event data sets, and an array of integrated technologies and tactics.

The UF & LPRC science team applies and adjusts situational crime prevention tactics that affect would-be offenders. Effective countermeasures must be ingrained into the minds of potential thieves to convince them “not here, not now.” Situational tactics are designed to affect an offender’s ease of theft action (disruption), increase their perceived fear of detection and sanction (deterrence), and reduce realistic rewards of theft (benefit denial). Another key point of the ongoing R&D is offenders could be delivery personnel, dishonest customers trying to scam the retailer, or of course third-party thieves searching for, or just seizing, a theft opportunity. Post-holiday returns are a reality for merchants of all shapes and sizes. Last year, UPS projected a whopping 1.4 million returns on what it dubbed “National Returns Day,” or January 3, 2018. That number represented roughly $90 billion in unwanted gifts, totaling to nearly a quarter of the year’s returns.

Here are some tips for merchants to get a handle on post-holiday ecommerce returns to keep customers happy and chargebacks at bay.

Clear Crisp Return Policy
According to Shopify research, 67% of consumers will check a merchant’s return policy before buying and more than half are not satisfied with return policies or how returns need to be made. Offering a friction-free return policy can actually entice shoppers to buy from you.

Automate, Automate, Automate
By breaking down the entire return chain into smaller chunks, you can find ways to automate each of the steps, saving time and money. For example, figure out how to automate things like labels, tracking, and refunds.

Flexibility is Key
Consumers want options and convenience. By offering both, you can reduce costs associated with returns and keep customers happy, even if they didn’t particularly enjoy an item from your store. business2community.com

Pittsburgh DOJ: Credit Card Fraudster Gets 10 Yrs Prison For ID Theft & Gun Laws
Hitting Stores in Pennsylvania, Ohio and California
A former resident of Turtle Creek, Pennsylvania, has been sentenced in federal court to nine years and eight months in prison and three years of supervised release on her conviction of federal firearms laws, conspiracy to commit identity theft offenses, unauthorized use of counterfeit driver’s licenses and credit cards, wire fraud, aggravated identity theft, and accessing protected computers without permission,

 Quinyahta Rochelle, 32, was engaged in a complex multi-state identity theft scheme. Ultimately, the investigation revealed that Rochelle obtained various forms of PI, and other information through a variety of means, including through purchasing the material on the internet. Rochelle and her conspirators would then use that information to manufacture counterfeit credit cards and driver’s licenses, which they then used to make purchases and apply for credit both on-line and in person. justice.gov

Knox County, TN: Over $120K in stolen property recovered so far by KCSO's holiday task force
The Organized Retail Crime Holiday Task Force has been hard at work keeping you safe while out shopping this holiday season. The Knox County Sheriff's Office said as of Dec. 15, 237 adults have been arrested, and 20 juveniles have been arrested. So far, $120,192.20 in stolen property has been recovered. The sheriff "urges shoppers and retailers alike to stay vigilant." wvlt.tv

Knox County, TN: KCSD ORC Holiday Task force arrest 2 in $35,000 Baby Formula Theft/ Scam
On Wednesday, December 12, 2018, Officers with the Knox County Organized Retail Crime Holiday Task Force arrested 28 year old Jinbin Weng and 33 year old Ouyang Xushou, both of Philadelphia, Pa. Officers were alerted by a local retailer that the pair were had passed counterfeit coupons to purchase baby formula. After making contact with the individuals, It was determined the pair had made the coupons in order to defraud retailers and purchase the formula at a discounted price. Officers seized $4,500 in baby formula from their rental van, $13,500 in counterfeit baby formula coupons, and in excess of $17,000 in U.S. currency and gift cards. Evidence suggests the pair made stops in multiple states over the previous days before being captured. facebook.com

Saginaw, MI: 30 arrested in Saginaw Township Police 'Shoplifter Blitz'
A "Shoplifter Blitz" was coordinated by the Saginaw Township Police Department Crime Prevention Unit to identify and apprehend people committing retail related crimes at local stores in Saginaw and Kochville Townships. During the two-day operation, 30 subjects were arrested and charged for retail related crimes. More than $4,500 in stolen merchandise was recovered during those arrests. upnorthlive.com

ORC Gang of Five Women Busted Hitting Two Belk Stores in Raleigh and Roanoke Rapids, N.C.
Three women and a girl from Whitakers and a woman from Rocky Mount face charges of running a shoplifting operation that netted more than $1,900 in merchandise from Belk stores in Raleigh and Roanoke Rapids, North Carolina, last week. The five were all arrested Saturday at the Triangle Town Center, and all were charged with organized retail theft of more than $1,500, which is a felony. newsobserver.com

Fremont, CA: ORC Gang of Five Women Busted Hitting Multiple Marshalls for $35,000
A major shoplifting bust -- an alleged crew of female thieves were caught in the act Wednesday at the Marshalls department store in Fremont. The store's loss prevention officers tell police that the women are responsible for approximately $35,000 in thefts from various Marshalls stores during the past month. Fremont police say the five women may also be connected to a similar theft at a Marshalls department store in San Leandro. Found 292 articles stolen worth $4,600 in the suspects vehicles. They were all from Northern California area. The five suspects range in age from 33 to 43-years-old and are residents of San Francisco, Oakland and Fresno. kron4.com

Los Angeles, CA: 10 Suspects, 3 Vehicles Sought in Smash-and-Grab Burglary at Beverly Grove Boutique
The break in occurred about 3:11 a.m. at the Amuze store in the 100 block of South Robertson Boulevard. Video from the scene showed glass shards from a broken door or window strewn across the sidewalk in front of the store. The store sells purses and shoes, many of which were thrown about and left on the ground inside the shop. Investigators believe 10 people using sledgehammers broke in and got away with an unknown amount of merchandise, Los Angeles Police Department Officer Drake Madison said. ktla.com

Boardman, OH: Suspect surrenders in $2,250 Home Depot multiple thefts
A man surrendered to police Thursday on 18 charges of theft from Home Depot, according to reports. An employee told police Steven Woolley, 52, has been stealing merchandise from the store since June 10. The total value of the stolen merchandise was $2,250.60. Based on an agreement with Woolley’s attorney, he was released on summons pending his Tuesday appearance in court. vindy.com

Houston, TX: More than $1,100 worth of meat stolen from Kroger store; suspect arrested
A sergeant found $1,188 worth of beef, pork and shrimp, among other items, in a vehicle pulled over by authorities Sunday. The food is believed to have been stolen from a Kroger store. A roast was found in the glove box and a T-bone steak under the driver’s seat, investigators said. The rest of the meat was in two containers, one in the back seat and one in the trunk. click2houston.com

Orlando, FL: Deputy dragged by car during $1,600 shoplifting/ robbery arrest
The Orange County Sheriff's Office says a deputy was dragged by a car that was trying to get away from a robbery. It happened at a Tommy Hilfiger store on State Road 535 on Sunday. The sheriff's office says a deputy arrived at the store to work off duty when a suspect ran out of the store with about $1,600 worth of merchandise. fox35orlando.com

Gainesville, FL: Woman busted with ‘booster bag’ and $650 of fragrances from Hollister and Sephora at The Oaks Mall
Tajmar Williams, 32, was charged with grand theft, use of an anti-shoplifting device and resisting an officer without violence. Williams allegedly stole 10 bottles of Jake cologne from Hollister and a bottle of Bleu de Chanel from Sephora. Police were alerted by a Hollister employee who spotted Williams and another woman put the cologne in a suspected “booster bag”. The Hollister cologne, valued at $550, was found in a bag along with a bottle of Bleu de Chanel valued at $95. gainesville.com

Singapore: Vietnamese shoplifting syndicate jailed for theft of items worth almost $45,000
She is pregnant and the ringleader of a shoplifting syndicate which stole more than 1,400 items worth nearly $45,000 in total from stores in Singapore, in what is believed to be one of the biggest hauls ever by such a gang. The Vietnamese woman and three of her compatriots were jailed on Monday after they each pleaded guilty to two counts of being in possession of fraudulently obtained items and one theft charge. straitstimes.com

Sydney, Australia: 100+ Shoplifters arrested in Christmas blitz operations “Lightfingers’
Over 100 shoplifters have been caught red-handed stealing more than $17,000 worth of items in a massive pre-Christmas blitz across Sydney. The tree-day operation, code-named Lightfingers, was launched on Wedensday and wrapped up on Friday. Robber's 16 yr. old Girlfriend Accomplice Charged With Murder

Masonique Sanders was arrested on December 13th, nearly a week after the deadly shooting, and charged with aggravated robbery and murder. Investigators say Saunders and Tate, 16, tried to rob an undercover officer on December 7th. The SWAT officer was acting as a decoy during a sting operation focusing on reported armed robberies of people trying to buy items online. College Station, TX: Valero C-Store Clerk shot and killed in Armed Robbery

A College Station convenience store clerk died late Sunday after being shot multiple times during a robbery attempt. Officials said a witness told officers a man entered the store and demanded money. When the clerk was unable to provide money, the suspect shot the clerk more than once. theeagle.com

Oklahoma City, OK: Man threatening people with a knife at a C-Store shot and killed in Officer-involved shooting
Police say the suspect started to approach the officers and that’s when a taser and bean bag gun were used. However, officials said the suspect continued to approach officers and would not follow commands. One officer eventually fired his weapon. kfor.com

Mesa, AZ: C-Store Robbery gone bad; Man dies in shooting, 2nd victim in serious condition
Police spokesman Esteban Flores says the shooting happened just before midnight Saturday at Z’s Convenience. The man who died is in his 50s. A second shooting victim was in serious condition at a local hospital. Flores said Sunday that police are still investigating but believe the shooting could have been the result of a robbery gone bad. washingtontimes.com

Lebanon, TN: 19-year-old shot and killed outside Tobacco Store
Police said the victim, identified as Cameron Griffith, was taken to a local hospital by a friend after he was shot at the Discount Tobacco Shop on North Cumberland Street. The friend told police he drove the 19-year-old to the discount shop and that multiple unknown subjects confronted Griffith. A motive for the shooting has not been released and no arrests have been made. wkrn.com

Concord, CA: Non Injury Shooting reported at Sunvalley Mall; customer mishandled weapon
Police are asking for the public’s help to identify a suspect in a non-injury shooting Sunday at Sunvalley mall. At 4:07 p.m., officers responded to a report of a shooting at the mall, and learned from witnesses that a man had accidentally dropped a firearm near the Cinnabon restaurant, then picked up the gun and fired it one time. Taylor, MI: Police investigated Jewelry Smash-and-Grab at Southland Center originally thought to be shooting
Police said no shots were fired, but those inside the mall mistook the sound of breaking glass for gunfire. "Everybody took off running," said one witness. "It was like a stampede." A thief smashed display cases at J.B. Robinson Jewels. The sound of glass shattering sounded like gunfire, causing shoppers to run for safety. Taylor police officials were informed of a shooting, and almost every available police cruiser was rerouted to the packed mall. No injuries were reported. clickondetroit.com

Greeley, C: Ace Hardware employee arrested for $250,000 Embezzlement
Kristi Chairez, 32, faces one count of theft of $100,000 to $1 million, a Class 3 felony punishable by up to 12 years in prison. The charge stems from an investigation that began April 9 when Chris Ruth went to the Greeley Police Department to speak with fraud specialist Christy Hardwick about a possible embezzlement at Offen Ace Hardware, which she owns with her husband, Bill. Ruth told police she and Bill planned to retire soon and groomed Chairez, a trusted employee, to take over the business. craigdailypress.com

Allentown, PA: Target employee steals $545 from store to help ‘strangers’ in need
A Target employee allegedly stole items by not ringing them up at the cash register because she wanted to help those in need, authorities said. Ayait Waeil Abdullah, 20, of Allentown, has been charged with theft. A seasonal UPS delivery employee and two others were arrested in connection with a package-stealing scheme, the Seminole County Sheriff’s Office said. Surveillance video shows uniformed delivery driver Okoye D. Manley, 28, delivering packages to a home on Dellcrest Place in Lake Mary, deputies said.
