An Illinois police department has "canceled" all crime as a result of inclement weather, according to a joking Facebook post.

"Due to the extreme cold and wind, the Westchester Police Department is canceling all misdemeanor and felony criminal activities," the agency wrote Saturday on Facebook.

"Criminals, please take note, it is too cold to commit crimes," police continued. "Stay inside and read, watch Netflix, go on the FBI Bank Robbers website and help catch other criminals, anything, but for the love of polar bears, do not go outside and commit crimes." kansas.com

Polar Vortex to Grip Midwest With Most Extreme Cold in a Generation
Two of the most dreaded words in a Midwestern weather forecast - "polar vortex" - returned this week, promising life-threatening low temperatures that could shatter records and plunge much of the region into its deepest freeze in decades.

Gov. Tony Evers of Wisconsin declared an emergency and told the National Guard to be ready to help. The University of Notre Dame announced it was closing its northern Indiana campus from Tuesday evening until Thursday afternoon. And in Chicago, city leaders deployed buses as mobile warming centers and offered tips on how to thaw frozen pipes (hair dryers work well, they said, but don't use an open flame).

Forecasters expect Wednesday's high temperature (yes, the high) to be minus 14 degrees Fahrenheit in Chicago and Minneapolis. If the forecast holds, that would be Chicago's lowest high temperature for a single day since officials began keeping records. An expected low of minus 22 was expected to approach, though not surpass, the coldest temperature ever recorded in Chicago. Officials predicted that wind chill readings could plummet to minus 50 in Chicago and minus 60 in Minneapolis.

The vortex, a brutal mass of cold air within strong bands of circulating winds, has spread southward from its normal location near the North Pole in recent weeks, bringing arctic weather to the middle of the United States. Hey Solution Providers - Are They Going to Let Them?
Treasury and finance professionals say they'll deploy more of their cash this quarter - but they've said that before, and often.

Will companies at long last begin to spend down their cash holdings rather than let their piles continue to swell, as they've been doing for several years?

If you believe what a majority of companies are saying, the answer is yes. But should you believe them? Not necessarily.

"Although it is encouraging that senior practitioners are looking to mobilize their cash, an action long awaited, we can expect that they might not do so," AFP noted in its first-quarter 2019 survey report. NRF Commits To 'Getting Talent Back to Work' Initiative

The Society for Human Resource Management (SHRM) and Koch Industries have launched Getting Talent Back to Work, an initiative encouraging individuals and their organizations to pledge that they will give opportunities to qualified job applicants with criminal backgrounds.

The initiative calls for HR professionals, hiring managers, executives and their organizations to pledge that they will consider job seekers with criminal backgrounds, and it is open to all organizations. Companies and trade associations representing more than 50 percent of the U.S. workforce have committed to the initiative, including the U.S. Chamber of Commerce, the National Restaurant Association, the National Retail Federation, the American Staffing Association, SHRM, Koch Industries and Dave's Killer Bread Foundation.

Amazon finds zero false positives in Rekognition testing
and takes issue with bias report

Accusations that Amazon provides inaccurate facial biometric technology and lacks appropriate concern over the ethical and social concerns about facial recognition are not properly grounded in fact, the company says in a blog post responding to a recent research paper and newspaper article. Amazon says it is "acutely aware" of concerns about the technology, and "highly motivated" to improve it on an ongoing basis, AWS General Manager of Artificial Intelligence Dr. Matt Wood writes, in response to controversy generated by a follow-up study on bias in various facial biometric algorithms by Joy Buolamwini.

Amazon's primary objection to the findings is that facial analysis is being used as a proxy for Amazon Reognition, even though it is a separate service that uses different underlying technology and training data. Wood also notes that the confidence threshold used for the research is not included in the available information, and argues that the use cases for facial analysis include searches which produce all possible matches, while for law enforcement use cases of Rekognition the confidence threshold should be set to 99 percent.

A new version of the Rekognition algorithm was launched in November, which is not the version used by Buolamwini, according to Wood. In internal testing of 12,000 images from six ethnicities, Amazon "found no significant difference in accuracy with respect to gender classification." The company also matched images from parliamentary websites against the Megaface dataset with Rekognition at a 99 percent confidence level, and found zero false positive matches.

Potential risks associated with facial recognition are acknowledged in the post, which also says Amazon suspends customers' use of the service if they are found to be using it irresponsibly or infringing civil rights. The company remains optimistic about the benefits the technology can deliver, however, such as for finding missing children and providing better payment authentication, and points out that no misuses of Rekognition by law enforcement have been reported yet. biometricupdate.com

IBM has announced the launch of a new data set specifically created to further research into, and ultimately the development of fair and accurate facial recognition algorithms by both the company and the broader artificial intelligence community. According to the indictment, in 2012 Huawei began a concerted effort to steal information about a robot that T-Mobile used to test mobile phones. In an effort to build their own robot, Huawei's engineers allegedly violated confidentiality and non-disclosure agreements with T-Mobile by secretly taking photos of the robot, measuring it, and even stealing a piece of it.

Editor's Note: Literally caught stealing from T-Mobile, a fellow retailer puts this type of IP theft in our backyard so to speak and with all the tech hubs retailers are operating, it's not far-fetched to imagine IP theft occurring in those locations either. Have we as an industry really clamped down on that aspect of security? One has to wonder how easy it would be for a pro, especially if they're from a third party partner.

FTC Imposes Conditions on Staples' Acquisition of Office Supply Wholesaler Essendant Inc.
Staples, which is owned by the private-equity firm Sycamore Partners, will establish a firewall separating Staples' business-to-business sales operations from Essendant's wholesale business, under the settlement order with the FTC. This firewall will restrict Staples' access to the commercially sensitive information of Essendant's customers.

Staples is the largest vertically integrated reseller of office products in the United States, and one of only two retail office supply superstores in the United States. Essendant is the largest U.S. wholesale distributor of office products, including sales of office products, janitorial products, breakroom supplies, technology products, office furniture, and industrial and automotive products. It sells a range of office products to office supply resellers and owns a network of distribution centers and trucks.

In a complaint filed along with the proposed consent agreement, the FTC alleged that Staples competes with Essendant-sourced independent dealers to sell office supplies to mid-sized business customers. As a result of the acquisition, Staples would have access to commercially sensitive business information on Essendant's reseller customers, and those resellers' end customers, which could allow Staples to offer higher prices than it otherwise would when bidding against a reseller for an end customer's business. ftc.gov

NLRB Scales Back Employee Protections
Fewer employees-unionized and nonunionized-will be covered by the National Labor Relations Act due to a recent National Labor Relations Board (NLRB) decision limiting the definition of what constitutes "protected, concerted activity." The five-week federal government shutdown took a significant economic toll, costing the United States economy $11 billion, with nearly a quarter of that total permanently lost, the Congressional Budget Office said on Monday. The figures are the first official projection of the economic effects of the longest federal shutdown in history, and they show that its cost was nearly double the $5.7 billion request by President Trump for a border wall that fueled the impasse. Five Reasons Why More Retail Chains are

An ever-increasing number of big box, grocery stores, pharmacies and other retailers are using face recognition technology to radically reduce shrink and prevent violence. Microsoft Azure is reaping the benefits of a large and growing movement by the companies competing with the e-commerce leader.

Microsoft has just signed a three-year agreement with supermarket chain Albertsons that will make Microsoft's Azure its preferred cloud-computing platform. One of the considerations mentioned by the grocer for choosing Azure over rival Amazon.

Albertsons joins a growing list of recent large cloud wins by Microsoft, as retailers and supermarket chains seek refuge in the system of a company that isn't actively competing for their customers.

Amazon's increasing expansion into the grocery business was among the reasons cited by Albertson's for the move to "modernize its infrastructure and in-store experiences," according to the report. Azure was the clear choice due to its track record with large enterprises, big retailers, and the technical capabilities of its cloud.

Earlier this month, Walgreens Boots Alliance signed a massive seven-year deal with Microsoft, which will result in the majority of its information technology infrastructure moving to Azure

Kroger also recently inked a pact with Microsoft to develop digital know-how that would underpin a futuristic grocery store.

Protecting Their Turf

Each of the companies cited above has a vested interest in the fight with Amazon, and all are increasingly wary of empowering their rival by paying for its services.

Meanwhile, Amazon's increasing focus on groceries and its recent interest in pharmacy operations and the healthcare market show why these retailers are rightfully concerned about increasing competition from the e-commerce giant. Angry Shareholders to Seek Proof of Prudent Cyber Tactics
Yahoo Board Pays $29M For Shirking Cybersecurity
Senior executives, along with members of the board, are more vulnerable to charges of shirking fiduciary responsibilities now that top leaders at the former Yahoo Inc. agreed to pay $29 million to settle claims from shareholders who accused them of such violations, reports WSJ Pro Cybersecurity's Adam Janofsky.

Shareholders, in a lawsuit filed a year ago, alleged that Yahoo leaders knew about data breaches at the company far earlier than they let on and didn't take steps to mitigate or stop harm. The monetary settlement is a first for this kind of lawsuit, Mr. Janofsky reports, and could open the way for similar lawsuits against companies after they report breaches. Top corporate leaders should be able to prove they have taken the right cybersecurity precautions at their companies and stay involved in cyber planning and response.

Shareholder lawsuits following data breaches at other companies have resulted in changes to corporate governance and cybersecurity policies. The Yahoo settlement is the first time such a lawsuit has brought about a monetary payment, said Mr. Owens.

The biggest takeaway is that you need to protect yourself. This settlement is going to encourage lawsuits even when the leadership has done what they need to do. They need to have a good defense against claims that they didn't act prudently. Authorities Seize Darkweb Marketplace - Committed $68M in Fraud
Law enforcement agencies in the United States and Europe today announced the seizure of xDedic, an underground online marketplace selling access to hacked servers and personally identifiable information.

xDedic was detailed in June 2016, when it was selling access to over 176,000 unique hacked servers around the world. Active since around 2014, the website almost immediately turned to the Tor network to keep its operators hidden from security researchers and law enforcement. 

The website provided buyers with the ability to search for compromised computer credentials by various criteria, including price, geographic location, and operating system. Also today, Europol announced that authorities in Europe and beyond are taking action against the users of DDoS-for-hire marketplaces, after tens of such services were seized last year. securityweek.com

Fraud Costs Online Retailers 8% Of Revenue, But Data Analysis Helps Them
Fight Back
E-Commerce sites are vulnerable to a newly popular kind of fraud that hasn't troubled brick-and-mortar retailers: fraudulent and hijacked accounts used to attack retail sites by cybercriminals. Approximately 36% of new accounts created in 2017 were fake, which makes them potential vectors for fraudulent activity, such as purchases made with stolen credit cards, according to data from NuData Security.

Credit card fraud costs retailers 8% of their annual online revenue on average, according to a report by Javelin Strategy & Research. To fight back against these losses, retailers must first understand how online criminals behave, and how they can be detected and stopped before they defraud storefronts or loyalty programs.

When Fraudsters Knock, Retailers Must Be Listening
The most common form of e-Commerce fraud is brute force: would-be criminals take information stolen from data breaches and repeatedly plug it into web sites until they gain access to a usable account or credit card. From there, the thieves can make purchases or access loyalty program rewards.

Behavioral Analytics Can Separate Shoppers From Bots
As in many aspects of retailing, information is at the heart of fraud prevention, particularly when it comes to identifying hijacked accounts. Retailers can start by utilizing behavioral analytics to identify legitimate customers by their past shopping habits, keeping an eye out for red flags. One warning sign is when a regular customer - one who usually follows a certain path through the site - deviates wildly from his or her normal shopping routine. Giant Food Launches New eCommerce Hub In PA
Giant Food is getting set to open an eCommerce hub in Pennsylvania. Opening next month in Lancaster, the 38,000 square-foot facility, called Giant Direct Powered by Peapod, will serve as a pickup venue for customers ordering through the retailer's Peapod online service and app, as well as the Giant website.

The facility will serve as a curbside pickup location, as well as a grocery delivery center. The parking lot will boast designated "Pick Up Here" spaces so that online customers can drive up and have their orders brought directly to their cars. DOJ: Bossier City, La., $180K Ticket Switcher Pleads Guilty Hitting Walmart, Sam's & Target Stores
Peter Stifner, 39, of Bossier City, Louisiana, pleaded guilty in Fed court. According to the guilty plea, Stifner conducted a scheme to steal merchandise from Walmart, Sam's Club and Target. He obtained barcode stickers of lower priced merchandise, brought the stickers into the stores and placed them over the barcodes of higher priced merchandise. Stifner purchased merchandise at the lower price and would then resell it online for a profit. As a result of his fraudulent activity, the defendant stole more than $180,000 during the course of the scheme. justice.com

Butler, PA: More Charges Filed Against Duo Accused Of Retail Theft,
Assaulting a Lowe's LP Agent and Police Chase

Two men from Butler who are already in jail for injuring three Butler City police officers during a chase in December, are now facing more charges stemming from a violent retail theft. Police had been investigating 27-year-old Joshua McBride and 28-year-old Ryan Wilson for weeks following an incident a few days before Christmas at Lowe's. McBride drove Wilson to Lowe's so Wilson could steal merchandise. During the theft, Wilson allegedly hit and pushed a Lowe's employee, causing him to fall into the road and hit his head on the blacktop. Police say the employee also sustained a shoulder injury.

After Wilson injured the employee, police say McBride was waiting for Wilson's return, and both sped away from the store. Officers allege the two made off with over $1,300 in merchandise. Wilson was also charged for a separate theft from Lowe's of $900. The alleged thefts happened a few days before McBride and Wilson led police on a chase through parts of the city of Butler and Butler Township. Officers had attempted to pull them over because they were suspected of the recent retail theft from Lowe's. McBride was the driver and purposefully struck two marked Butler City police cars. butlerradio.com

East Franklin Township, PA: Police Look for Suspects in Walmart Theft
According to the report filed by Trooper Travis Turkalj, there were four men that entered into Walmart on January 26 shortly after 10PM and stole an unknown amount of Shark and Dyson vacuums, routers, and other miscellaneous items totaling into the thousands of dollars. The thieves looked to be part of an organized group, using cell phones and a "spotter" throughout the store to avoid detection. Tolland, CT: 115 MPH Traffic Stop Leads To $7,500 of stolen merchandise
At about 9 p.m. on Saturday, a trooper clocked a car at 115 mph near Exit 68 on I-84. State police said they found about $7,500 worth of suspected stolen merchandise in the car and an ongoing investigation could lead to theft charges. patch.com

Birmingham, AL: Family of man killed by police in Riverchase Galleria shooting renew call for release of video
Attorneys for the family of Emantic Fitzgerald "EJ" Bradford Jr. on Monday again called for the release of any and all video from the deadly officer-involved shooting inside the Riverchase Galleria on Thanksgiving night. The gunfire erupted outside Foot Action on the second floor of the mall. When the shots ended, Brian Wilson, 18, and 12-year-old innocent bystander Molly Davis, were both injured. Erron Brown, 20, has been charged in the wounding of Wilson. Two Hoover police officers were just feet away from that shooting, heard the gunfire and approached the area. Greensboro, NC: Weekend shooting at Four Seasons mall 1 of 6 since 2016
Greensboro Police reports show that they have responded to the Four Seasons Mall at least 56 times since 2016 for serious crimes. Anchorage, AK: Suspect identified in Anchorage mall knife, sword fight
A 22-year-old suspect has been identified as the man arrested while carrying an ax and swords, in connection to a knife and sword fight inside the 5th Avenue Mall in downtown Anchorage. According to police, the suspect is Frankie Warner-Willhoit. He was charged with assault and taken to jail, in addition to an outstanding felony warrant. Warner-Willhoit reportedly got into a verbal argument with another man. That man left after mall security broke up the argument, but he came back a short time later. That's when, APD reports, Warner-Willhoit stabbed him with a knife. The victim was able to slash Warner-Willhoit with one of Warner-Willhoit's own swords, and the knife-on-sword combat continued down to the third floor. ktuu.com

Louisville, KY: Target Shoplifter used pepper spray on employees of 2 stores
Police executed a warrant and arrested Kiera L. Conn, 26, at her home on Sunday night. The warrant states that on Oct. 19, 2018, Conn was at the Target in Middletown when police said she tried to steal from the store. Police said she pushed a cart full of merchandise, (valued at over $500) including detergent and clothing, past the registers and toward the door without paying. When a loss prevention officer tried to stop her, the warrant says she struggled with the man before spraying him in the face with pepper spray. Conn then made it out the door with some of the stolen goods and got into a waiting vehicle.
